Handling and recovering slow-progress non-budget investment projects
Gia Lai - The Standing Committee of the Provincial People's Council proposed that it is necessary to resolutely and strictly handle slow-progressing and slow-progressing non-budget investment projects.
Strict sanctions are needed for slow-progress projects
The supervisory delegation of the Standing Committee of Gia Lai Provincial People's Council has just had a working session with the Provincial People's Committee on the implementation of non-state budget investment projects in the province in the period 2021-2025.
In the period 2021-2025, the whole province has approved investment policies or issued investment registration certificates for 784 projects, with a total registered capital of more than 326,099 billion VND.
Through review, the whole province currently has 278 projects that have been completed and put into operation; 146 projects are under construction; 90 projects are behind schedule; 102 projects have been revoked or terminated; the rest are in the investment preparation phase.
Standing Vice Chairman of the Provincial People's Council Truong Van Dat acknowledged and highly appreciated the efforts of the Provincial People's Committee and departments and branches in investment promotion, improving the investment environment and administrative reform. Thanks to that, in the period 2021-2025, investment attraction work achieved many positive results, making a great contribution to the province's growth.

However, the Provincial People's Council proposed that the leaders of the Provincial People's Committee direct specialized agencies to focus on standardizing data, land use area and socio-economic efficiency of each project.
At the same time, it is necessary to clearly define objective and subjective reasons for slow-progressing projects, clarify the responsibilities of relevant parties; resolutely classify, thoroughly handle and recover projects that intentionally delay and do not implement.
According to the assessment of Gia Lai Provincial People's Committee, besides a number of investors who proactively and actively mobilize resources and organize construction to achieve good results, there are still some projects that are implemented in halfway, behind schedule, or even stopped from construction.
Project delayed, prolonged risk of lawsuits
Project investment deployment still faces many obstacles related to site clearance, land management, land origin identification, land valuation and procedures for land allocation and land lease. In addition, some investors have not proactively allocated financial resources or have not decisively implemented the project.
Worryingly, some non-budget investment projects are slow to complete infrastructure and hand over products, posing a risk of complicated complaints and lawsuits, affecting the rights of people, security, order and the investment environment of the province.

Vice Chairman of Gia Lai Provincial People's Committee Nguyen Tu Cong Hoang affirmed that the province will resolutely not allow the situation of slow project implementation, prolonged land occupation, causing waste of resources and affecting the province's investment environment.
A series of projects are requested by the government to accelerate construction progress, coordinate the implementation of site clearance and resettlement, such as: Project to build mixed-use apartment buildings at land plot No. 72B, Tay Son street; CH-01 and CH-02 high-rise apartment buildings; Anh Viet residential area; Xuan Dieu hotel and apartment complex; Quy Nhon Seaview apartment complex.
In addition, there are the Office, Hotel and Apartment Complex Project (Grand Center Quy Nhon); Bac Ha Thanh Urban Renovation-Combined Residential Area Project; Thi Nai Lagoon Eco-tourism and Villa Area Project (Thi Nai Eco Bay); Bai Xep International Sea Resort Tourism Area Project...
