Structure and proportion of civil servant ranks in Party agencies and the Vietnam Fatherland Front
The guidelines clearly state the principles for determining the structure and proportion of civil servant ranks in the Party's agencies, the Vietnam Fatherland Front and socio-political organizations.
The Central Organization Committee has just issued Guidance No. 6-HD/BTCTW on a number of contents on job positions (VTVL) for civil servants and public employees, job descriptions, capacity frameworks and civil servant rank structures in agencies of the Party, Vietnam Fatherland Front and socio-political organizations.
The guidance of the Central Organization Committee clearly states the principle of determining the structure and proportion of civil servant ranks.
In which, the rank structure is determined based on the nature of tasks, complexity, products, powers and scope of influence, in the total assigned civil servant payroll. The construction of the rank structure is carried out simultaneously with the review and completion of the list, description and framework of VTVL capacity, submitted to competent authorities for approval. Not based on the proportion of civil servants holding the rank, age or seniority to legitimize the current situation.
Professional VTVL requirements: senior and equivalent specialists associated with regularly presiding over strategic advice, important projects or particularly complex issues with wide scope of influence; chief and equivalent specialists associated with presiding over advice, guidance, inspection and handling of complex tasks; specialists and equivalents directly advising, summarizing, and performing tasks. VTVL leadership and management are determined according to position, authority and corresponding standards.
The guidance also clearly states that the ceiling ratio is the maximum limit, not the target that must be fully allocated. Each unit prepares a quota ratio plan according to a consistent denominator, classifying the group of agencies before calculation. The total actual ratio of the ranks within the scope of calculation must be equal to 100%; the number is an integer and the case with a decimal part of the ceiling level is rounded down. The ratio decided by the competent authority may be lower than the maximum level.
The denominator for calculating the ratio is the total civil servant payroll assigned to each department, agency, and unit within the scope of calculation, after deducting the payroll arranged at the positions excluded according to regulations of competent authorities. Other leadership and management positions within the scope of calculation are only calculated once at the corresponding rank. A list of positions and payrolls subject to exclusion is made, clearly stating the basis for application. This payroll is statistically separated, not counted in the numerator and denominator. The total payroll within the scope of calculation and the payroll for exclusion must match the assigned total payroll.
When the assigned structure is not suitable, a transition plan must be developed, rearranged, trained, fostered and arranged within the payroll, without changing the rank of the person in charge only from the scale table. The proposing agency is responsible for the sample number, unit classification and rank basis of VTVL; the competent authority for approval is responsible for the specific rank.
