Increasing allowances to 55%, commune and ward civil servants can receive millions of VND more each month
From July 1, 2026, public service allowances for commune and ward civil servants will be applied at a rate of 55%, helping income increase by millions of VND per month.
The Government has just issued Decree 381/2026 stipulating public service allowances for cadres and civil servants working in agencies of the Party, State, Vietnam Fatherland Front, socio-political organizations directly under the Vietnam Fatherland Front in communes, wards, and special zones.
The Decree clearly states that the 55% public service allowance is calculated based on the current salary plus leadership position allowance and seniority allowance beyond the frame (if any).
From July 1, 2026, the base salary applied to cadres and civil servants is 2.53 million VND/month. Therefore, the salary according to the coefficient is determined by multiplying the base salary of 2.53 million VND by the current salary coefficient.
If leadership position allowances, seniority allowances beyond the frame and other allowances are not included, the salary and public service allowance of some coefficients can be calculated as follows:
Officials and civil servants with a salary coefficient of 2.34, the current salary according to the coefficient is 5.92 million VND/month. With a 55% civil service allowance, this person receives an additional 3.26 million VND, raising the total salary and civil service allowance to about 9.18 million VND/month.
People with coefficient 3 receive a salary of 7.59 million VND and a public service allowance of about 4.17 million VND, totaling about 11.76 million VND/month.
At a coefficient of 4.98, salary according to the coefficient is 12.6 million VND, public service allowance is about 6.93 million VND, totaling about 19.52 million VND/month.
Compared to the previous 25% civil service allowance level, the 55% level makes the additional allowance equivalent to 30% of the current salary plus leadership position allowance and seniority allowance beyond the frame (if any).
The above figures are only intended to illustrate the calculation method for cases where there are no leadership position allowances and seniority allowances exceeding the frame. The actual level of each cadre and civil servant also depends on the salary coefficient, position and allowances enjoyed.
