Politburo requests focus on supervising the management and use of cadres and civil servants

On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Conclusion 96-KL/TW of the Politburo on orienting the focus of supervisory activities for the 16th National Assembly term (Conclusion 96).

According to Conclusion 96, regarding the major orientations of the supervision activities of the 16th National Assembly term, the Politburo requests supervision of the improvement of institutions and laws, contributing to ensuring the full and timely institutionalization of the Party's guidelines and policies, national development requirements and issues arising from practice; improving the quality, unity, synchronization, transparency, and feasibility of the legal system.

Supervising the organization and operation of the State apparatus, decentralization and delegation of power associated with controlling state power, contributing to perfecting and effectively operating the Central and local governments, improving the work of preventing and combating corruption, wastefulness, and negativity.

Supervise the implementation of policies and laws, contributing to strengthening the effectiveness of management and effective use of development resources, and implementing the goal of rapid and sustainable development of the country in the new period.

Supervise the implementation of policies and laws, contributing to the achievement of breakthrough development goals in science, technology, innovation and national digital transformation.

Supervise the implementation of policies and laws, contributing to the strong and comprehensive development of Vietnamese culture and people; building a modern national education system, on par with the region in the world.

Supervisory activities also focus on sustainable social development, protection of human rights, legitimate rights and interests of citizens and organizations, and ensuring social progress and justice.

Supervise the implementation of policies and laws, contributing to ensuring the management, exploitation, and effective use of natural resources, environmental protection, disaster prevention, and adaptation to climate change.

Supervising the implementation of policies and laws, contributing to ensuring national defense and security; building a revolutionary, regular, elite, and modern People's Army and People's Police; expanding foreign affairs and deep, comprehensive, and effective international integration.

The Politburo also identified the focus of supervision according to each stage of the 16th National Assembly term.

In the early years of the 16th term, the National Assembly focused on reviewing the results of supervisory activities of the 15th term, identifying contents that need to be further monitored, urged or re-supervised.

The Politburo clearly stated the supervision of the organization and operation of local governments at 2 levels; the decentralization and delegation of power associated with the allocation of resources and control of State power; the management and use of the contingent of cadres, civil servants, and public employees, focusing on the mechanism of attracting and valuing talent associated with the implementation capacity of the contingent of cadres, civil servants, and public employees, especially at the commune level.

In the following years of the term, the Politburo clearly stated that, based on the key direction of supervision and practical requirements, focus on supervising major issues with wide impacts; emerging and new issues arising in practice; areas with many limitations, obstacles, and inadequacies in the organization of policy and law implementation; strengthen monitoring and urging the implementation of resolutions, conclusions, and supervisory recommendations.
