Nearly 400 workers face prolonged salary and insurance debts
In addition to the salary debt of about 6 billion VND, Thang Long Garment Trading Co., Ltd. in Quang Tri also owes nearly 2.6 billion VND of social insurance money to employees.
Salary and insurance debts are prolonged
On October 2nd, in an exchange with Lao Dong Newspaper, Ms. Truong Thi Thanh Hoa - Deputy Director of Quang Tri Provincial Department of Home Affairs - provided information about the situation of Thang Long Garment Trading Co., Ltd. and proposed plans to protect workers' rights.
According to Ms. Hoa, the enterprise currently has nearly 400 workers working at 3 locations in Dong Son ward, Ba Don ward and Phong Nha commune.
Through grasping the situation, the Department of Home Affairs determined that the enterprise had not paid salaries for August and September 2026, with a total amount of about 6 billion VND.
Not only owing salaries, the company also delays and evades social insurance, health insurance and unemployment insurance with a total amount of nearly 2.6 billion VND. This situation has been going on since August 2024.
In which, businesses owe health insurance contributions from May 2026 and unemployment insurance from December 2025, affecting the rights to medical examination and treatment and related regimes of employees.
Ms. Hoa added that on September 24th, Mr. Dang Thang Long - Director of the company - left the enterprise. On September 25th, Mr. Long still sent a message to the common group, requesting workers to focus on production to deliver daily on September 29th.
However, since then, employees and the Executive Committee of the grassroots Trade Union have not been able to contact the director. Currently, the status, residence and ability to continue operating Mr. Long's business have not been determined.
Previously, on September 22, the business director announced that he was looking for funds to pay wages to workers on September 30.
Proposal for solutions to workers' rights
Regarding the company's source of money, Ms. Hoa said that on September 29, representatives of Hoai Nhon Garment Joint Stock Company, the hiring unit, coordinated to count finished goods, materials, liquidate contracts and pay for goods to Thang Long Garment Trading Company.
According to the Department of Home Affairs, by the time of verification, the enterprise had more than 365 million VND in cash and more than 632 million VND in bank accounts, totaling nearly 1 billion VND.
In which, the cash amount was temporarily seized by the Provincial Labor Federation on the afternoon of September 30. However, the current money source is still much lower than the salary debt of about 6 billion VND.
Faced with this situation, the Department of Home Affairs has coordinated with the Provincial Labor Federation and Social Insurance to agree to propose to the Provincial People's Committee to direct relevant agencies to resolve the case.
According to Ms. Hoa, the Department of Home Affairs proposed to establish an inter-sectoral working group to determine the legal and financial status and responsibilities of businesses as well as legal representatives.
Functional agencies will compile a list of affected workers, specifically determine the outstanding salary of each person, each month to develop a solution plan.
At the same time, the Department of Home Affairs proposed that the Department of Finance coordinate to review assets, capital sources, receivables, payables and business solvency.
For the amount of money in the bank account, functional agencies will be requested to coordinate in confirming the balance, implementing safety measures according to regulations and guiding the handling procedures when legally requested.
Regarding social insurance debt, the Department of Home Affairs proposed that the Social Insurance agency urgently review the amount of money, the time of late payment, the number of workers affected and guide workers to complete dossiers confirming the insurance payment period.
The Provincial Labor Federation continues to grasp aspirations and guide workers to exercise their rights according to regulations. If necessary, the Trade Union organization will guide workers to carry out procedures for initiating lawsuits and resolving labor disputes to request businesses to pay wages and related benefits.
Ms. Hoa also said that the Department of Home Affairs proposed that the Provincial Police verify the residence status of the business director and clarify the reasons for not being able to contact him.
As Lao Dong Newspaper reported, hundreds of workers of Thang Long Garment Trading Co., Ltd. in Quang Tri have not been paid their August 2026 salaries with an amount of about 3 billion VND. The enterprise has nearly 400 employees at 3 locations, but only about 30 people have been paid their August salaries.
Currently, production activities at the company are no longer taking place, while the business director cannot contact, causing employees to worry about the outstanding salaries.
