Ministry of Home Affairs guides consideration for the title of Advanced Laborer

The Ministry of Home Affairs has just issued Circular 25/2026/TT-BNV stipulating measures to organize and guide the implementation of the Law on Emulation and Commendation and Decree No. 368/2026/ND-CP of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Emulation and Commendation.

According to general regulations on emulation and commendation, individuals, collectives, and households with outstanding and unexpected achievements shall be commended by the heads of ministries, departments, branches, and provinces according to their authority.

In case of outstanding typical achievements, with scope of influence, fields under the management of ministries, departments, branches, and provinces or nationwide scope, ministries, departments, branches, and provinces are responsible for proposing state-level commendation according to prescribed standards.

For preliminary reviews and summaries of emulation movements with a duration of 3 years or more, the Ministry, departments, branches, and provinces select individuals, collectives, and households with typical achievements to propose awarding Certificates of Merit from the Prime Minister.

With preliminary reviews and summaries of emulation movements with a duration of 5 years or more, the Ministry, departments, branches, and provinces select individuals and collectives with outstanding and typical achievements to propose to the Prime Minister for consideration and submission to the President to award the Third-class Labor Medal or the Third-class Fatherland Protection Medal (for the Ministry of National Defense and the Ministry of Public Security).

The consideration of the titles "Advanced Laborer", "Advanced Soldier" in some specific cases such as individuals participating in combat, serving combat or having brave actions to save people, save property of the state, of the people leading to injuries requiring treatment and nursing according to the conclusion of the hospital or regional medical center or higher, the treatment and nursing time is counted to consider awarding the titles "Advanced Laborer", "Advanced Soldier".

In addition, individuals who are assigned to participate in short-term training and fostering for less than 1 year, and well comply with the regulations of the training and fostering institution, the study time is included in the working time at the agency, organization, or unit to be considered for the above title.

In case individuals are assigned to participate in training and fostering for 1 year or more, the time of participation in training and fostering is counted as time for considering the titles "Advanced Laborer", "Advanced Soldier".

In addition to the standards and conditions according to general regulations, during the time of participating in training and fostering, individuals must well comply with the regulations of the training institution, complete academic tasks, achieve good or higher academic results (for training and fostering courses with assessment and classification of academic results) or be certified by the training institution to complete the training program (for training and fostering courses that do not organize assessment and classification).
