Ministry of Home Affairs guides civil servants enjoying a salary coefficient of 3.65 to be ranked as specialists

Ms. Nguyen Thi Thu (name of the character changed) said that before the merger, she was an official of the Public Administration Center, receiving a salary of level 5 college, coefficient 3.34, code 01 004.

After the merger, from July 1, 2025 to now, she is a ward civil servant, ranked at salary grade 6 college, coefficient 3.65, code 01 004 and is arranged to work at the ward's Department of Culture and Social Affairs.

According to Article 9 of Decree 300/2026/ND-CP dated July 29, 2026 amending and supplementing Article 24 of Decree 170/2025/ND-CP dated June 30, 2025, Ms. Thu wants to know if her case is classified according to regulations on ranks and salary levels equivalent, specifically college level 6, coefficient 3.65, code 01.004 equivalent to university level 6, coefficient 3.99, code 01.003 or not. If yes, is the commune, ward or provincial level competent to issue a decision?

Ms. Thu hopes that the Ministry of Home Affairs will guide her and the locality to follow the correct procedures.

Regarding Ms. Thu's reflection and recommendation, the Ministry of Home Affairs has responded at the Electronic Information Portal.

In case they are arranged by competent authorities for professional and nghiệp vụ positions, they are ranked as specialists according to the provisions of point a, clause 1, Article 9 of Decree No. 361/2025/ND-CP dated December 31, 2025 of the Government regulating civil servant positions.

Based on the above regulations and the tasks and powers of agencies and units specified in Article 67, Article 68 of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government (amended and supplemented by Decree No. 300/2026/ND-CP dated July 29, 2026 of the Government), the Ministry of Home Affairs requests Ms. Thu to contact and exchange with competent authorities for consideration, guidance, and resolution.
