Building a model of social housing to care for single and lonely elderly people
The plan clearly states the construction of social housing models to care for single elderly people and lonely elderly people without shelter.
The Prime Minister has just issued Decision No. 1960/QD-TTg on the plan to implement the conclusion of General Secretary and President To Lam at the working session with the Government Party Committee and agencies on the situation of implementing social security policies and supporting vulnerable people.
The goal of the Plan to 2030 is to basically form a multi-layered, inclusive, digitized social security system, ensuring a minimum social security floor for all people.
By 2045, the system must approach the standards of developed countries with high incomes, quality services, sustainable finance, transparent governance and rapid response to risks.
To achieve the above goals, the plan sets out 10 tasks and solutions:
1. Raising awareness about the role of social security policies in social policy.
2. Establish social security records and focal points to serve people.
3. Consolidate the social security floor, reform social assistance policies.
4. Expand social insurance, build a inclusive labor market.
5. Building a family and intergenerational social security system.
6. Develop care economy, proactively respond to population aging.
7. Ensure fair development opportunities for children and vulnerable people.
8. Improve adaptability to natural disasters, epidemics and green development.
9. Innovation in governance, finance and social supervision.
10. Develop a national action program on modernizing the social security system to 2030, with a vision to 2045.
Regarding expanding social insurance, building an inclusive labor market: Completing flexible insurance packages in terms of contribution level, contribution period and participation method, with appropriate support for low-income people.
Research and determine the contribution responsibilities of the State, employees and businesses providing digital platforms (hailing cars, technology taxis...). Expand occupational accident insurance and maternity benefits to the informal sector.
There should be a mechanism to encourage businesses to recruit people with disabilities, people after drug rehabilitation, people who have completed prison sentences and elderly workers.
Implement job introduction and career guidance for vulnerable and disadvantaged groups. Prioritize support for people in difficult circumstances, support pilot livelihood models for households with elderly people and people with disabilities; prioritize being able to borrow capital at preferential interest rates to create jobs and increase income.
Research piloting long-term care insurance in some localities, carefully assessing financial impacts before replicating. At the same time, standardize care professions, training and have appropriate policies for social workers, nurses and home caregivers.
Building social housing models to care for single elderly people, lonely elderly people without shelter, ensuring that elderly people do not have to live in temporary or dilapidated houses.
Promptly deploy primary health care, periodic health check-ups, and establish health records for the elderly at commune health levels, prioritizing groups aged 75 and over and gradually expanding to groups aged 65 and over. Implement home examination and treatment for elderly people who do not have the conditions to go to medical facilities.
