PHẠM ĐÔNG (báo lao động) 06/11/2026 09:22 (GMT+7)

The Standing Deputy Prime Minister noted and encouraged people to proactively use green vehicles, without mandatory regulations to switch to using pure electric vehicles.

The Government Office has just issued Official Dispatch No. 11281/VPCP-CN dated November 5, 2026, sent to the Ministry of Construction, conveying the direction of Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc on completing the Strategy for Transport Service Development and the Action Program for Green Energy Transition and Greenhouse Gas Emission Reduction in transportation.

Considering the proposal of the Ministry of Construction in document No. 131/TTr-BXD dated October 22, 2026 (on promulgating the Strategy for developing transport services to 2035, orientation to 2050) and document No. 16874/BXD-KHCNMT&VLXD dated October 22, 2026 (on approving the Action Program for green energy transition, reducing greenhouse gas emissions in transport), Standing Deputy Prime Minister Pham Gia Tuc has the following opinion:

Assign the Ministry of Construction to preside over and coordinate with relevant agencies to study and fully absorb the directing opinions of General Secretary and President To Lam at the meeting on November 2, 2020 on national logistics development orientation and logistics infrastructure.

Research, absorb, and fully explain the opinions of Government Members on the draft Decision approving the Strategy and the draft Decision approving the Green Energy Transition Action Program, reducing greenhouse gas emissions in transportation, complete the draft Decisions mentioned above, ensuring no duplication with the content of the Logistics Industry Development Strategy, and report to the Prime Minister before November 15, 2020.

In which, it is noted to clearly show synchronous solutions to encourage people and businesses to be able to proactively switch to using green transportation suitable to economic and social conditions and traffic infrastructure conditions.

In particular, there is no mandatory regulation (or understood as a regulation on mandatory routes) that vehicle owners, people, and businesses must switch to using pure electric vehicles, green vehicles, especially for road motor vehicles.
