Proposal not to change driver's licenses for people who have not yet handled administrative violations on traffic

In the Draft Circular Regulating the testing and issuance of driver's licenses; issuance and use of international driver's licenses, the Ministry of Public Security has proposed many new contents related to driver's license renewal.

In which, at point e, clause 1, Article 2, the drafting committee proposed not to change driver's licenses for some cases.

Accordingly, the person requesting to change the driver's license no longer has the issued driver's license and the driver's license information is not in the driver's license information system of the Traffic Police Department or there is no list of driver's license issuance lists (management book);

People who violate road traffic order and safety have not completed the requests of competent state agencies on resolving and handling administrative violations in the field of road traffic order and safety.

Also in Article 24, the draft also proposes cases of re-exchanging driver's licenses, including people with damaged driver's licenses that are no longer usable;

Foreigners who already have a driver's license issued by a Vietnamese competent authority before expiring if they need to renew their driver's license;

In case the date, month, year of birth, full name, middle name, nationality recorded on the driver's license is incorrect with the citizen identification card or ID card, the competent authority shall carry out procedures to change the new driver's license to be consistent with the information recorded in the citizen identification card or ID card;

People who need to integrate a one-time driver's license with a one-time driver's license.

Driver's license renewal dossier, including: Health certificate of the driver still valid (electronic version), in case of technical errors that cannot use the electronic version, use the paper version issued by a medical examination and treatment facility that meets the standards according to the provisions of law on medical examination and treatment;

Passport with validity (for foreigners, overseas Vietnamese); Other documents showing information for comparison;

Confirmation paper or dossiers, documents proving from basic level or higher medical examination and treatment facilities for cases of illness; confirmation from the commune-level People's Committee where the residence of the driver's license renewal applicant is located for cases of natural disasters, catastrophes, fires, epidemics for cases where the driver's license has been expired for less than 1 month.
