Nam Phuoc Trade Union, Da Nang launches 3 inter-sectoral working groups to develop union members

Establishment of grassroots trade unions reaching 200% of target

On September 24, the People's Committees of Nam Phuoc, Duy Nghia and Thu Bon communes coordinated with the Nam Phuoc Commune Trade Union to organize a conference to deploy the tasks of 3 inter-sectoral working groups and a seminar on solutions to develop union members and establish grassroots trade unions (CĐCS) in 3 areas.

The conference focused on reviewing sources, identifying difficulties from reality and determining the responsibility for coordination of each agency and unit in the coming time.

Attending the conference were Ms. Nguyen Thi Ngoc Anh - Vice Chairwoman of Da Nang City Labor Federation; representatives of the City Trade Union Affairs Committee; Ms. Nguyen Thi Thuy Hong - Standing Deputy Secretary of Nam Phuoc Commune Party Committee; Mr. Le Phuoc Thu - Deputy Secretary of Duy Nghia Commune Party Committee; along with leaders and members of working groups, agencies, units, businesses and grassroots trade unions in 3 areas.

Ms. Lam Thi Vy - Chairwoman of Nam Phuoc Commune Trade Union said: In the first 9 months of 2026, the Commune Trade Union established 6 grassroots trade unions, reaching 200% of the target; developed about nearly 77% of the annual target. Currently, the Commune Trade Union manages 24 grassroots trade unions and grassroots children.

These figures show initial results, and at the same time set out the requirement to continue to focus on the task of developing union members in the remaining months of the year.

From that practical requirement, the conference announced the decision and launched 3 working groups organized in an inter-sectoral direction, with the participation and coordination of the People's Committee, Nam Phuoc Commune Trade Union, Police, Department of Culture - Society, Economic Department and Social Insurance agency in each area.

Each agency promotes its functions and tasks to jointly review business information, labor, social insurance participation data; verify operational situations; support business connections, reach workers and handle contents under its responsibility.

The prospect of developing union members is still large

According to Ms. Lam Thi Vy, through review, in 3 areas, there are still many businesses and units with workers but have not established grassroots trade unions. Most of them are not large in scale, dispersed, labor is fluctuating; each unit has different characteristics and access conditions.

In addition, at some enterprises that already have grassroots trade unions, the room for union member development is still large. These are issues that are directly brought into the seminar to jointly find appropriate solutions instead of applying a common approach for all units.

The seminar session focused on "bottlenecks" from grassroots reality. Members of working groups, businesses and grassroots trade unions exchanged views on reviewing and verifying sources; time to reach workers; specific shift work, labor fluctuations; training of new grassroots trade union officials; trade union finance and how to organize activities suitable to workers' needs, while harmonizing with the production and business activities of enterprises.

At the seminar, representatives of some businesses with grassroots trade unions shared experiences in coordinating, caring for and organizing activities from the actual needs of union members and workers.

For businesses without grassroots trade unions, the conference exchanged and clarified the role of the Trade Union organization, the rights of union members, the process of establishing grassroots trade unions and issues of concern to businesses, creating a basis for continuing to propagate and mobilize workers according to regulations.

Speaking at the conference, Ms. Nguyen Thi Ngoc Anh - Vice Chairwoman of the Da Nang City Labor Federation proposed that Nam Phuoc Trade Union continue to firmly grasp the source, classify each group of enterprises, innovate propaganda and mobilization methods; link the establishment of grassroots trade unions with the development of union members and improve the quality of operations after establishment.

Mr. Nguyen Van Hoang - Member of the Standing Committee of the Party Committee, Vice Chairman of Duy Nghia Commune People's Committee, requested 3 Task Forces to closely follow the assigned tasks; continue to review, update information and support business connection.

Nam Phuoc Commune Trade Union is proactive in professional matters; for each unit, it is necessary to clearly identify the next steps, implementation focal points, coordinating agencies and progress, and turn the seminar results into specific tasks in each area.
