Da Nang - Da Nang City is preparing to replace Resolution 15/2025/NQ-HĐND, switching to a task ordering mechanism to attract and retain talent.

Da Nang used to be the leading locality in the country in issuing projects to develop high-quality human resources. Typically, Project 922 sends excellent students to training abroad with budget and attracts experts to work in the public sector.

In June 2025, the Da Nang City People's Council issued Resolution No. 15/2025/NQ-HĐND stipulating policies for developing high-quality human resources in the public sector. This Resolution sets a special income level from 50 to 100 million VND, and a maximum of up to 150 million VND per month for leading experts and scientists. Talents when received outside the payroll also enjoy a very high one-time support package based on academic titles and degrees. Specifically, 700 million VND for Professors, 600 million VND for Associate Professors, 500 million VND for Doctors, 300 million VND for Masters and 200 million VND for excellent university graduates. For talents in the fields of culture, art, and sports, the city applies an initial cash support level of 100 million VND to attract contributions.

Da Nang also supports a maximum of 15% of the value of commercial housing or social housing purchase contracts with a total budget of no more than 800 million VND per person, accompanied by a commitment to serve for a minimum of 5 years. During the time of living and working waiting to buy a house, experts are guaranteed to pay accommodation and rent support from 15 million to a maximum of 20 million VND per month (maximum support period not exceeding 1 year) from the local budget. Initially implemented, the city has applied preferential treatment for a PhD who is a ministerial-level official transferred to work in the locality, and at the same time approved a labor contract working at the International Financial Center's operating agency with a salary of 100 million VND per month. The city has completed training courses for personnel operating the International Financial Center and organized 7 short-term training courses at home and abroad for health sector officials.

At the meeting to review the implementation of high-quality human resource policies on October 23, Vice Chairman of the City People's Committee Nguyen Thi Anh Thi assigned the Department of Home Affairs to preside over and coordinate with relevant departments and branches to develop a new draft resolution to replace Resolution No. 15/2025/NQ-HDND. The city will shift to new growth poles such as the Da Nang International Financial Center and the Free Trade Zone - which are proposing tax privileges such as a 50% reduction in personal income tax for 10 years and long-term innovation visas for experts and their families.

City leaders assigned the Department of Science and Technology to preside over and coordinate with the Department of Finance to review strategic tasks, programs, and large projects to accurately determine the need for experts, focusing on key areas including artificial intelligence, semiconductor microchip technology, quantum, data science and digital transformation according to the orientation of Resolution No. 57/2024/NQ-HDND with a total investment budget of more than 873 billion VND to train and attract 5,000 high-tech human resources.
