Applying unified cadre evaluation software throughout the Party

On the morning of October 14th, in Hanoi, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu chaired the Q3/2026 work handover conference with provincial and city Party committees, Party committees, Party committees, 4 offices and non-business units directly under the Central Government, according to the E-Portal of the Communist Party of Vietnam.

Speaking at the conclusion of the Conference, assessing the results of task implementation in the third quarter, Standing Secretary of the Secretariat Tran Cam Tu emphasized that the entire political system has made efforts, drastically implemented, basically completed the assigned tasks, and achieved many outstanding results in all fields.

Party building and political system building work is deployed synchronously and comprehensively. Political, ideological, and ethical work is carried out proactively, linking Party building with consolidating trust, creating social consensus and protecting the ideological foundation of the Party.

Macroeconomic stability is maintained, major balances are ensured. GDP growth in Q3/2026 reached 9.95%, the first 9 months reached 9.01%, the highest level in the past 15 years; 12/34 localities achieved growth of over 10%. Key sectors and fields of the economy maintained positive growth momentum, and economic structure continued to shift in a positive direction.

Regarding tasks for the coming time, the Standing Committee of the Secretariat requests Party committees, agencies, units, and localities to promote the pioneering and exemplary spirit, innovate thinking, methods, and practical working styles, proactively coordinate synchronously, and promptly resolve regular and unexpected tasks to ensure quality, progress, and efficiency, and complete the goals set out in 2026.

First of all, continue to thoroughly grasp, concretize and effectively implement the Resolution of the 14th Party Congress, the resolutions and conclusions of the Politburo and the Secretariat; strive to excellently complete the tasks of 2026, to create a solid foundation for 2027.

Seriously and effectively implement the Resolutions of the 4th Central Conference; continue to build a clean and comprehensively strong Party; improve the organizational structure, improve the quality of the contingent of cadres and grassroots Party organizations. Strengthen inspection, supervision, Party discipline, control of power; proactively prevent and combat corruption, wastefulness, and negativity.

The Standing Committee of the Secretariat requests to continue to innovate the issuance of resolutions, directives, conclusions, and regulations in a concise, easy-to-understand, and easy-to-implement direction. Strictly implement Conclusion 226 of the Secretariat on rectifying working styles, it is necessary to continue to reduce meetings, reduce reports, and maximize the integration of documents and meetings if there are similar and interconnected contents, especially action programs and implementation plans.

The Standing Committee of the Secretariat requested the Central Organization Committee to continue to improve and promulgate Regulations on reviewing and evaluating, ranking quality for collectives and individuals in the political system; apply unified cadre evaluation software throughout the Party, contributing to continuing to improve the quality of grassroots cadres.

Along with that, leaders continue to improve institutions and laws, reform administrative procedures; improve the effectiveness and efficiency of implementation organization. Continue to handle overlapping and overdue documents; strictly control the occurrence of unnecessary business procedures and conditions; improve the quality of law enforcement organization and the responsibility of heads. Localities must proactively concretize to suit specific conditions and practical situations.
