Prime Minister chairs conference to deploy national target program

On the morning of October 15, Politburo Member, Prime Minister Le Minh Hung - Head of the Central Steering Committee of the National Target Program for socio-cultural, rural, and ethnic minority development in mountainous areas for the period 2026-2035, chaired the Conference to implement the program.

The conference was connected online from the Government headquarters to the People's Committees of provinces and cities.

Speaking at the opening of the conference, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung, Standing Deputy Head of the Steering Committee, said that on August 24, 2026, the National Assembly approved Resolution No. 46/2026/QH16 approving the investment policy of the National Target Program (CTMTQG) for socio-cultural, rural, ethnic and mountainous development in the period 2026-2035 on the basis of merging 4 CTMTQG including: CTMTQG for building new rural areas, sustainable poverty reduction, socio-economic development of ethnic minority and mountainous areas; CTMTQG for cultural development; CTMTQG for modernization, improving the quality of education and training; CTMTQG for health care, population and development.

Implementing the National Assembly's Resolution, the Government has issued Decree No. 367/2026/ND-CP specifically stipulating the content, mechanisms, and policies for implementing the Program; at the same time, the Prime Minister has issued Decision No. 1966/QD-TTg dated October 12, 2026, consolidating the Central Steering Committee and orienting the consolidation of the Steering Committees in localities.

The Deputy Prime Minister clearly stated that this is a comprehensive innovation in the management and organization of the implementation of CTMTQG, focusing resources, improving the effectiveness of policies on cultural development, education, health, new rural construction, poverty reduction, especially policies for ethnic minority and mountainous areas.

The Government organizes conferences to deploy the implementation of CTMTQG to promote faster, create clearer changes, towards practical effectiveness with the consistent motto of "clear policies, clear areas, clear beneficiaries", thoroughly decentralizing to local authorities to decide, implement and be responsible.

From there, fully ensure the goals, policies and rights of the people that have been decided by the National Assembly in the direction of taking the people as the subjects instead of just being passive recipients of support.

The Deputy Prime Minister requested the conference to focus on discussing, evaluating, and clearly identifying the core contents/tasks, new points in the National Assembly's Resolution and the Government's Decree, especially clarifying the guiding mechanism, coordination, and responsibility between the Central Steering Committee, ministries and sectors managing industries and fields, and difficulties and obstacles to effectively organize the implementation of the Program.

According to the conference program, leaders of the Ministry of Finance reported on the key and core contents of Resolution No. 46/2026/QH16 and the Decree stipulating the contents, mechanisms, policies for implementing the program, planning, allocating, managing and using resources, transitional regulations and contents to be implemented after the Decree takes effect.

Leaders of the Ministry of Agriculture and Environment report on the mechanism for directing, coordinating, assigning responsibilities and organizing the implementation of the Program on coordination mechanisms, monitoring, summarizing, and reporting information.

Leaders of localities spoke about the current situation of implementing national target programs; contents that need to be clarified to implement national target programs after consolidation.

Leaders of ministries and agencies spoke, exchanged, and clarified the contents that need to be agreed upon in organizing the implementation of the CTMTQG in the coming time.
