HƯƠNG NHA (báo lao động) 14/10/2026 16:47 (GMT+7)

In 2026, many changes in salary and allowance policies directly affect the income of cadres, civil servants, and public employees.

From July 1, 2026, the base salary will increase from 2.34 million VND to 2.53 million VND/month according to Decree No. 161/2026/ND-CP of the Government.

According to information from the Ministry of Home Affairs, more than 2 million officials, civil servants, public employees and armed forces were increased by 8% of the base salary compared to June 30, 2026.

In addition to salaries, the regional allowance regime is also adjusted from July 1, 2026 according to Circular No. 15/2026/TT-BNV dated June 30, 2026 of the Minister of Home Affairs.

This Circular amends and supplements some contents of Joint Circular No. 11/2005/TTLT-BNV-BLĐTBXH-BTC-UBDT dated January 5, 2005 on guiding the implementation of regional allowance regimes.

The regional allowance level is determined according to the formula: Regional allowance = Regional allowance coefficient × Base salary.

According to information announced at the preliminary conference on the first 6 months of 2026 of the Ministry of Home Affairs, after arranging administrative units and organizing the 2-level local government model, more than 45% of communes and wards are entitled to regional allowances and more than 4.7% of communes and wards are entitled to special allowances.

Another notable policy is the public service allowance regime for commune-level cadres and civil servants according to Decree No. 381/2026/ND-CP of the Government. The Decree takes effect from October 2, 2026, but the new allowance regime is applied from July 1, 2026.

According to Article 3 of Decree No. 381/2026/ND-CP, the level of public service allowance equal to 55% of the current salary plus leadership position allowance and seniority allowance beyond the frame (if any) is applied to commune-level cadres and civil servants who do not receive additional salary or income according to the resolution of the Provincial and City People's Councils on paying additional salary and income.

The calculation formula is as follows: Official service allowance = 55% × (Current salary level + Leadership position allowance + seniority allowance beyond the frame, if any).

For commune-level cadres and civil servants who receive additional salaries and income according to the resolutions of the Provincial and City People's Councils, the civil service allowance level is equal to 25% of the current salary plus leadership position allowance and seniority allowance beyond the frame (if any).

The calculation formula is as follows: Official service allowance = 25% × (Current salary level + Leadership position allowance + seniority allowance beyond the frame, if any).

In parallel with advising on adjusting the base salary and allowance regimes, the Ministry of Home Affairs is focusing on developing a project to reform salary and social insurance policies.

The Ministry of Home Affairs has established editorial groups to serve the project development process, and at the same time organized consultations with experts and scientists to continue to improve the content before submitting it to competent authorities for consideration.

According to the orientation informed by the Ministry of Home Affairs, reforming salary and social insurance policies is a task with a wide scope of impact, which needs to be carefully and cautiously studied, associated with economic growth and the ability to balance the state budget.

According to the plan of the Central Steering Committee for salary policy reform, social insurance and preferential treatment for people with meritorious services, the period from August to October 2026 is dedicated to the development and completion of the draft project. It is expected that in January 2027, the draft resolution will be completed; in February 2027, it will be submitted to the Politburo, the Secretariat and in March 2027, it will be submitted to the Central Executive Committee for consideration according to the plan.
