Ninh Binh establishes Department of Ethnic Minorities and Religion

At the 6th session, Ninh Binh Provincial People's Council of the 16th term, term 2026 - 2031 held on October 29, it voted to approve Resolution No. 73/NQ-HĐND on the establishment, reorganization, and dissolution of specialized agencies under Ninh Binh Provincial People's Committee.

Accordingly, the Ninh Binh Provincial People's Council has decided to establish the Ninh Binh Provincial Department of Ethnic Minorities and Religions and officially go into operation from December 1, 2026.

Previously, on October 3, 2026, Ninh Binh Provincial People's Committee issued Project No. 11/DA-UBND on arranging the organizational structure of state administrative agencies, public non-business units and focal points inside agencies and organizations under the management scope of Ninh Binh Provincial People's Committee.

According to the project, the Department of Ethnic Minorities and Religions is established on the basis of receiving the original functions, tasks, payroll, civil servants... of the Committee for Ethnic Minorities and Religions under the Department of Home Affairs and receiving payroll accompanied by suitable civil servants from the Department of Foreign Affairs, Department of Culture, Sports and Tourism (after establishment).

Regarding the functions and tasks of the Department of Ethnic Minorities and Religions after establishment, they are implemented according to the provisions of Circular No. 02/2025/TT-BDTTG dated June 24, 2025 of the Minister of Ethnic Minorities and Religions guiding the functions, tasks, and powers of the Department of Ethnic Minorities and Religions under the People's Committees of provinces and centrally-run cities and the work of ethnic minorities, beliefs, and religions of specialized departments under the People's Committees of communes, wards, and special zones of provinces and centrally-run cities.

Regarding organizational structure, the Department of Ethnic Minorities and Religions has 4 directly affiliated units including: Office; Department of Catholicism, Protestantism; Department of Buddhism, Belief; Department of Ethnic Minorities.

Regarding payroll and civil servants, for payroll and management leaders at the department level, it is implemented according to management decentralization and decisions of competent authorities. At the same time, receiving 20 administrative payrolls attached to civil servants of the Committee for Ethnic Minorities and Religions under the Department of Home Affairs; receiving 6 administrative payrolls attached to civil servants of the Department of Foreign Affairs; receiving a number of payrolls attached to civil servants suitable for expertise from the Department of Culture, Sports and Tourism (after establishment).

Regarding finance and assets, the Department of Ethnic Minorities and Religions receives the original state of equipment, finance, assets, dossiers and documents... of the Committee for Ethnic Minorities and Religions under the Department of Home Affairs. At the same time, arrange and arrange working headquarters at the current headquarters of the Department of Foreign Affairs or other agencies and units.
