Gia Lai overcomes difficulties in developing social housing projects

The Culture - Society Committee of Gia Lai Provincial People's Council has just established a delegation to supervise the implementation of social housing (NƠXH) development policies in Quy Nhon, Quy Nhon Nam and Quy Nhon Bac wards.

The delegation included Vice Chairman of the Provincial People's Council Huynh Thuy Van and representatives of leaders of a number of departments, agencies, branches, agencies, and related units.

Along with field inspections, the delegation focused on supervising the implementation of social housing development policies for low-income people and industrial park workers according to Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister on the Project "Investing in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030".

Quy Nhon Ward has 6 social housing projects with 1,830 apartments, of which 193 apartments have been put into use, 1,637 apartments are under construction. At the same time, the locality has 14.18 hectares of land belonging to the list of social housing in commercial housing projects and urban areas, contributing to ensuring the supply of social housing in the province.

Quy Nhon Bac Ward currently has 10 social housing projects with 8,907 apartments, of which 6 projects are being implemented and have started construction, and 4 projects have not started construction. In addition, there are 3 projects in the area expected to approve investment policy for social housing projects and housing for armed forces in the period 2026 - 2030.

Over the past time, localities have closely coordinated with departments, agencies, branches, units and investors in site clearance, progress inspection, quality supervision and handling of problems arising during project implementation.

At the same time, localities disseminate social housing policies, provide information about projects and guide people on conditions, procedures, and procedures for confirming housing information and income when needed.

Ward authorities proposed that the province pay attention to arranging and balancing resources according to budget capacity to implement support policies; study stable credit mechanisms, appropriate terms; shorten the time to resolve administrative procedures, reduce lending interest rates, and create conditions for workers, laborers and low-income people to access preferential loans.

At the working session, Head of the Culture and Social Affairs Committee of the Provincial People's Council Huynh Thi Ngoc Ha requested localities to continue to coordinate with departments, branches and investors to closely monitor progress and remove difficulties to complete projects.

In particular, units need to ensure housing supply for workers and low-income people in 2026. The Head of the Culture and Social Affairs Committee of the Provincial People's Council also requested the Provincial Social Policy Bank to pay attention to appraising dossiers and disbursing funds promptly for dossiers that meet the conditions according to regulations; strengthen coordination with investors, management agencies, credit institutions and localities to forecast and prepare appropriate capital sources, helping people who meet the conditions to access housing.

Vice Chairman of the Provincial People's Council Huynh Thuy Van directed wards with social housing projects to continue to coordinate with the Department of Construction and the Department of Finance to regularly inspect and urge investors to implement projects to complete social housing development targets in the area.

Currently, the province has adjusted the progress of completing the social housing development target for the period 2026 - 2030 to 2028. Meanwhile, the liquidity of the real estate market is still difficult, labor and material prices are increasing, and the province's entrusted capital transferred to the Social Policy Bank is lower than the demand for social housing development, which will directly affect the province's ability to complete the target.

The Vice Chairman of the Provincial People's Council requested departments, agencies, branches, units, localities and investors to uphold their determination, coordinate to overcome difficulties, and accelerate the progress of project implementation. Functional sectors need to strengthen inspection and review of implementation progress and resolutely make records, handle violations, and propose to revoke or terminate projects for investors who do not implement or are slow to implement projects.
