Central Government issues new regulations on inspection, supervision and Party discipline

On October 14, 2026, on behalf of the Party Central Committee, General Secretary and President To Lam signed and promulgated Regulation No. 225-QD/TW on inspection, supervision and discipline of the Party.

Regulations define inspection and supervision as leadership functions of the Party. Party organizations must proactively implement and comply with inspection and supervision by competent authorities.

Inspection and supervision work must promptly detect new positive factors to promote and protect the right, protect good people, cadres who dare to innovate, dare to think, dare to do, dare to take responsibility, dare to break through for the common good; it is necessary to proactively detect early to prevent, prevent and overcome shortcomings and violations of Party organizations and Party members from the very beginning, not allowing small violations to accumulate into large, prolonged and widespread violations. When violations are detected, it is necessary to resolutely handle discipline strictly and promptly for deterrence and education.

According to Regulation No. 225-QD/TW, all Party organizations and Party members are equal before Party discipline and must be subject to inspection and supervision by the Party, without exception.

The regulation consists of 7 chapters, 35 articles, specifying the work of inspection and supervision of the Party; disciplinary action in the Party; resolving denunciations and complaints about Party discipline; suspending party activities of party members, suspending Party committee activities of Party committee members and suspending activities of Party organizations according to their authority.

Regarding inspection and supervision work, the Regulation clarifies the responsibilities and authority of Party committees, Party organizations, advisory and assisting agencies of Party committees, Party cells and inspection committees at all levels.

The content of inspection and supervision focuses on complying with the Party's guidelines and regulations, the State's laws; implementing the principles of organization and operation of the Party; personnel work; practicing thrift, preventing and combating corruption, wastefulness, and negativity; resolving complaints and denunciations; declaring, publicizing, and controlling assets and income; leading, directing and organizing the implementation of digital transformation, administrative reform, legal and judicial reform.

The regulation also emphasizes the detection of signs of violations through management, inspection, supervision, inspection, audit, people's feedback, verified press information and monitoring software, digital database systems.

Regarding disciplinary action in the Party, the Regulation requires that the consideration and decision on disciplinary action must be based on the content, nature, severity, harmfulness, impact, cause of violation, specific circumstances and aggravating and mitigating circumstances.

Disciplinary action must be ensured to be strict, timely, and synchronous with the consideration and handling of administrative discipline, mass organizations or handling according to the law; and at the same time associated with education and management, helping Party organizations and party members clearly recognize shortcomings and violations to overcome and correct them.

Regulation No. 225-QD/TW takes effect from the date of signing, replacing Regulation No. 21-QD/TW dated April 11, 2026 of the Party Central Committee on inspection, supervision and discipline of the Party.

For cases of inspection and supervision that have passed the draft appraisal and verification report before Regulation No. 225-QD/TW takes effect, the implementation continues to be applied according to Regulation No. 21-QD/TW.
