General Secretary, President To Lam attends the opening of the 2nd Session, 16th National Assembly

On the first working day, the National Assembly listened to a report on the implementation of the socio-economic development plan for 2026 and the expected plan for 2027; a summary report of opinions and recommendations of voters and people sent to the session; results of supervising the settlement of voters' recommendations sent to the first session, 16th National Assembly.

One of the notable contents in the program on October 17 is the draft laws in the field of science and technology, including the Law on Posts and Telecommunications (amended) and the Law amending and supplementing a number of articles of the Law on Metrology. National Assembly deputies are expected to discuss in groups about these two draft laws.

The working program also mentioned draft laws related to business operations, the stock market, accounting and independent auditing. These are contents related to perfecting the legal framework for economic activities, market management and operation.

In the field of justice, the National Assembly continues to consider contents related to the draft Penal Code (amended) and the draft Law on Organization of Criminal Investigation Agencies (amended).

In addition to legislative activities, issues related to the state budget and public investment are also on the agenda. The National Assembly considers the implementation of the 2026 budget, the budget estimate and the central budget allocation plan for 2027; the implementation of the public investment plan for 2026 and the expected plan for 2027.

According to the expected program, the 2nd session of the 16th National Assembly lasts 28 days, divided into two phases. Phase 1 takes place from October 17 to November 14; phase 2 from November 20 to 21, with November 23 being the closing reserve day. In the time between the two phases, relevant agencies will receive, revise and complete draft laws and resolutions.

The National Assembly is expected to consider 47 draft laws and resolutions, of which 43 drafts will be submitted for consideration and approval and 4 draft laws will be considered for the first time. Notable contents include the Penal Code (amended), the Criminal Procedure Code (amended), the Law on Data Security and draft laws related to land, housing and real estate business.

In addition to legislative work, the National Assembly considers important issues on socio-economic development, state budget, public investment, supervision and other contents under its authority.
