General Secretary, President proposes to effectively exploit the potential of the Bac Hung Hai system

On the afternoon of October 9th, in Nhu Quynh commune, Hung Yen province, the Ministry of Agriculture and Environment in coordination with the Hanoi City People's Committee and the Hung Yen Provincial People's Committee organized the groundbreaking ceremony of the project to upgrade, modernize and improve the water environment of the Bac Hung Hai irrigation system.

Resolving root causes of pollution

Speaking to direct at the groundbreaking ceremony, General Secretary and President To Lam highly appreciated the leaders of the Government, the Ministry of Agriculture and Environment, ministries, branches and localities for proactively researching and developing the Project with a comprehensive approach, identifying key tasks on infrastructure completion, modernization of management, operation, pollution control, water environment protection and promoting the cultural and historical values of the system.

The General Secretary and President emphasized that placing the overall development of the Bac Hung Hai system in the strategy of ensuring water security, protecting the environment and sustainable development of the Red River Delta region; protecting the irrigation system and restoring the water environment is the common responsibility of the entire political system, levels, sectors, business communities and the whole society.

Investment and management plans and plans must be reviewed and synchronously connected with urban, industrial, agricultural, transportation and environmental infrastructure development plans; overcome localized thinking, dividing according to administrative boundaries; strengthen inter-provincial and inter-sectoral coordination and unified management of the entire system.

Water infrastructure must go one step ahead, creating a foundation for socio-economic development and ensuring harmony of interests between localities, sectors and water-using communities.

Identifying restoring, protecting and improving the quality of the water environment as an urgent task with strategic significance, the General Secretary and President requested to solve the root causes of pollution, strictly control discharge, and improve the efficiency of collecting and treating wastewater from urban areas, industrial parks, production facilities, craft villages and residential areas.

Clearly define the responsibilities of each locality, management agency and production establishment and people; strengthen inspection, supervision, and strictly handle violations.

Do not allow prolonged and recurring pollution to affect people's health and lives; do not trade the environment for economic growth. Along with controlling waste sources, it is necessary to promote improving water quality, restoring ecosystems and protecting landscapes, towards a safe and healthy water environment, serving sustainable development.

The General Secretary and President clearly stated, focusing on synchronous investment, modernizing the system of works, promoting the application of science, technology and digital transformation.

Projects under the Project must be implemented in a unified whole, ensuring connection, synchronization and efficiency; prioritizing improving water supply capacity, drainage, disaster prevention and control, reducing flooding and adapting to climate change; promoting the application of automatic monitoring technology, forecasting, and smart operation; building a shared data system, connecting between the Central Government, localities and management and operation units.

Gradually forming a modern management method based on data, improving forecasting capabilities, proactively responding to unusual situations and using water resources effectively; focusing on management, maintenance, and repair of works; improving the capacity of the directly operating team, ensuring the system operates safely, flexibly and sustainably.

Effectively exploit potentials and advantages

The General Secretary and President proposed to effectively exploit the potential and advantages of the Bac Hung Hai system, linking the development of irrigation infrastructure with urban development, ecological agriculture, services, tourism and preserving cultural and historical values.

Bac Hung Hai needs to be recognized not only as a system of works serving irrigation, but also as a valuable development space in terms of economy, ecology, landscape and culture, history; it is necessary to study and rationally exploit the space along the main canal routes, linked to urban planning, transportation, residential areas and appropriate service and tourism activities.

General Secretary and President emphasized the concern for preserving, restoring, and promoting the historical value of the project, arousing pride and responsibility of today's generations.

All exploitation activities must ensure the safety of the works, protect the environment, and not affect the functions of water supply and drainage and the common interests of the community. Developing Bac Hung Hai space in a green, clean, civilized, and modern direction, contributing to improving the quality of life of the people.

The General Secretary and President noted, especially emphasizing the organization of implementation, promoting the responsibility of heads, ensuring progress, quality and investment efficiency. The Government directs ministries, branches, and localities to closely coordinate, clearly assign responsibilities, progress and results; proactively remove difficulties and obstacles in mechanisms, policies, investment procedures, site clearance and resource mobilization.

Manage and use resources effectively and economically; strengthen publicity, transparency, inspection, and supervision; resolutely prevent and combat corruption, negativity, losses, and waste.

Units urgently complete the conditions to synchronously deploy component projects and related works, linking construction investment with waste control, collection, wastewater treatment and water environment restoration; not to let the situation of fragmented investment, lack of connection, completed works but overall efficiency does not meet requirements occur.

The General Secretary and President wished that the people in the region would continue to promote the tradition of solidarity, consensus, and actively participate with all levels of government in implementing projects; join hands to protect works, preserve water sources and build a green, clean, and beautiful living environment.

Party committees at all levels, the Government, the Ministry of Agriculture and Environment; ministries, branches, localities and people nationwide continue to expand models and deploy them to projects, rivers, and other irrigation systems to ensure national goals on environmental protection, socio-economic development of the country and improve the lives, living environment and health of the people.

With the leadership of the Party, the drastic management and administration of the Government, the synchronous involvement of ministries, branches, localities and the consensus of the people, the General Secretary and President believes that the Project will be successfully implemented, contributing to ensuring water security, protecting the environment and promoting sustainable development of the Red River Delta region.
