Expanding trade union organizations outside the state sector

According to the Labor Federation (LDF) of Lang Son province, the whole province currently has 238 grassroots trade unions and trade unions with 17,718 union members and workers, of which the Provincial Labor Federation directly manages 213 units.

In 9 months, the whole province newly established 36 grassroots trade unions, including 12 non-business units, 23 enterprises and one grassroots trade union; admitted 1,624 union members. Notably, the non-state sector has 1,447 new union members, accounting for the majority of the total number of admitted people.

Ms. Be Thi Hoa - Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee, Chairwoman of the Lang Son Provincial Labor Federation - said that the work of developing union members and establishing grassroots trade unions is identified as one of the key tasks. This activity focuses on non-state-owned enterprises, where many workers have not yet participated in trade union organizations.

In addition to organizational development, trade union levels participated in contributing opinions on more than 40 documents related to regimes and policies for union members and workers.

At public non-business units, 100% of grassroots trade unions organize conferences of officials, civil servants, and employees. Over 90% of enterprises with trade union organizations and meeting the conditions have organized employee conferences, negotiated, signed collective labor agreements and participated in building grassroots democracy regulations.

Through the program "Month of listening to union members and workers speak", nearly 100 opinions were received at dialogues in workshops, groups, production teams and through online surveys. These recommendations were forwarded to unit leaders, businesses and trade union agencies for coordination and resolution.

Promoting the building of a safe culture in the workplace

The average income from salaries of civil servants and employees in the public service sector in the area reached about 8.6 million VND/person/month; employees in the business sector reached about 8 million VND/person/month. Units and businesses with Trade Union organizations did not incur salary arrears.

The legal advisory group of the Provincial Labor Federation and grassroots trade unions has provided legal advice and assistance to 5, 213 people. The main contents related to social insurance, severance allowances, unemployment allowances, occupational accidents, occupational safety and health, and the implementation of grassroots democracy regulations.

Trade union levels also visited and supported 610 union members who suffered labor accidents or were in difficult circumstances with a total amount of over 700 million VND. The "Day for Workers' Health" program organized health check-ups, health consultations and gifts for 200 workers in difficult circumstances, with a budget of 110 million VND.

However, the labor safety situation still contains many risks. In the first 9 months of the year, Lang Son recorded 6 labor accidents, killing 4 people and injuring 2 people. Safety and occupational hygiene conditions at some businesses have not been fully ensured.

In the last months of the year, Lang Son Provincial Trade Union continues to focus on developing union members in non-state-owned enterprises; strengthening dialogue and supervision of the implementation of regimes and policies and promoting the building of a safe culture in the workplace.
