Mass mobilization work implementing the Resolution of the 14th Party Congress

On the occasion of the Party's Traditional Day of Mass Mobilization (October 15), Comrade Nguyen Quang Duc, Member of the Party Central Committee, Deputy Secretary of the Party Committee for Mass Mobilization, Front and Central Agencies, answered an interview with Vietnam News Agency (VNA) about the role and position of mass mobilization work after arrangement, as well as the promotion of the people's right to mastery in participating in building the Party and the political system in the new period.

Please tell us, after the Central Executive Committee transferred the function and task of strategic advising on mass mobilization work from the Central Propaganda Department to the Party Committee for Mass Mobilization, the Fatherland Front and central mass organizations, what is the role of mass mobilization work defined in the new organizational model? How should the strength of the Vietnam Fatherland Front and socio-political organizations be promoted to improve the effectiveness of mass mobilization work in the new situation?

Comrade Nguyen Quang Duc: Looking back at the journey of nearly a century of revolutionary leadership of the Party, one can see a consistent lesson: the strength of the Party originates from the People, all victories of the revolution are associated with relying on the people, trusting the people, uniting and promoting the strength of the People. Right from its establishment, the Party has paid special attention to mass mobilization. In the article "People's Mobilization" in 1949, President Ho Chi Minh affirmed: "All benefits are for the people. All powers belong to the people". That ideology remains valuable in the new development stage of the country.

The 14th Party Congress continued to affirm the viewpoint "The people are the root", identifying the People as the center, the subject, the goal, the driving force and the resources of development. This poses an increasingly high requirement for mass mobilization work: not only mobilizing the People to implement the Party's guidelines, but also making the reality of life, the voice and legitimate aspirations of the People fully reflected in the process of planning and implementing guidelines and policies.

In that spirit, the Central Government's transfer of strategic advisory functions and tasks on mass mobilization work to the Party Committee for Mass Mobilization, the Fatherland Front and central mass organizations is not simply adjusting the organizational focal point. This is a step to innovate leadership methods, creating a closer and more effective link between strategic advisory of mass mobilization work and practical activities of the Fatherland Front and socio-political organizations; promoting the advantages of the system being close to the people to promptly grasp the situation, reflect the thoughts and aspirations of the People, and advise the Party on policies and solutions suitable to practical requirements.

To meet that requirement, the Party Committee must improve the quality of strategic advice according to its assigned functions and tasks. The Vietnam Fatherland Front and socio-political organizations need to promote their core role in uniting, gathering, and mobilizing the People; representing and protecting the legitimate and lawful rights and interests of union members, association members and the People; improving the quality of supervision, social criticism, and participating in building the Party and the State. Each organization must promote its own strengths, and at the same time closely coordinate, unify actions, strongly focus on grassroots levels, avoid administrativeization and formalization of activities, and ensure effectiveness and practicality.

The measure of the new model, in my opinion, is not only the arrangement of the organizational structure, but first of all whether the relationship between the Party and the People is closer, whether the voice of the People is fully heard, and whether legitimate and lawful petitions and aspirations are resolved better. The effectiveness of mass mobilization work must be shown by the people's trust and substantive changes in people's lives.

In the context of strong digital transformation taking place in all fields of social life, the development of social networks also poses many challenges, how should mass mobilization work be innovated to promote the role of mobilizing, uniting, gathering people from all walks of life to agree and actively respond to and implement the guidelines, policies, laws, and action programs of the Party, State, and Vietnam Fatherland Front, comrade?

Comrade Nguyen Quang Duc: In revolutionary periods, the Party always applied appropriate methods to mobilize, unite, and gather workers, farmers, youth, women, ethnic minorities, religions and people from all walks of life, creating the strength of the great national unity bloc. Today, social life is changing rapidly; besides residential areas and traditional professional communities, new forms of connection and gathering are developing strongly in the digital environment. Mass mobilization work must keep up with that movement.

Digital transformation opens up the ability to grasp the situation, connect and dialogue with the People faster and wider, but also poses challenges when information spreads instantaneously, multi-dimensionally, social issues can arise and impact very quickly. Therefore, renovating mass mobilization is not just about putting propaganda content online, but more importantly, renovating the way of listening to the people, understanding the people, dialoguing with the people and advising on solving issues of concern to the People.

It is necessary to closely combine direct mass mobilization with the application of digital technology in grasping the situation, analyzing, forecasting, receiving feedback and monitoring the resolution of petitions. Pay special attention to essential issues such as employment, income, social security, public services, environment and the legitimate and lawful rights and interests of the people. Technology helps us listen faster, but cannot replace going directly to the People, understanding reality and solving the People's work.

The Fatherland Front and socio-political organizations innovate approaches, gather union members, association members, and workers in new working methods and communities in the digital environment. Information and propaganda are practical, easy to understand, and persuasive; strengthen dialogue, policy explanation, respect for different opinions and handle legitimate issues from the grassroots level. Sustainable consensus cannot only be obtained through propaganda, but must be built on a democratic foundation, harmonizing interests and practical results.

Along with digital skills, mass mobilization officials must also maintain the core qualities of sincerity, being close to the people, respecting the people, and matching words with deeds. Thoroughly grasping the direction of General Secretary and President To Lam on implementing "3 closenesses": close to the people, close to grassroots levels, close to digital space, each mass mobilization official must proactively approach, listen to, and grasp the thoughts and aspirations of the people both directly and in the digital environment; linking information reception with the responsibility of advising on solving practical issues raised. Digital transformation is only truly meaningful when it helps mass mobilization work to be closer to the people, serve the people better and contribute to consolidating trust and strengthening social consensus.

According to you, in the new period, how to make mass mobilization work effectively promote the right to mastery and the subjective role of the People in participating in building the Party and the political system; thereby concretizing the mechanism "Party leads, State manages, People are masters" and the motto "People are the root", "People know, people discuss, people do, people check, people supervise, people benefit"?

Comrade Nguyen Quang Duc: In the conditions where the Party leads and holds power, mass mobilization is not only propaganda, gathering, and mobilizing the People, but also must ensure that all guidelines, policies and activities of the apparatus truly originate from the interests of the People, serve the People and are subject to the supervision of the People. The spirit of "People are the root" was further emphasized by the 14th Party Congress, requiring the people's right to mastery to be respected and guaranteed by specific results. A policy that is in line with the people's hearts, a matter of the people being thoroughly resolved is also a persuasive way for mass mobilization.

To do so, it is necessary to practically implement the mechanism "Party leadership, State management, People as masters". The Party leads with correct policies, stemming from practice and the legitimate aspirations of the People; The State institutionalizes, organizes implementation and ensures conditions for the people to exercise their right to mastery according to the Constitution and laws; The Fatherland Front and socio-political organizations promote their roles as representatives, supervisors, and social critics, acting as a bridge between the People and the Party and the State. The people are involved not only in the implementation stage but also in contributing opinions, supervising and evaluating policy results.

At the closing session of the 4th Plenum of the 14th Central Committee, on October 8, 2026, Comrade General Secretary and President To Lam emphasized: "Listening must go hand in hand with answering and resolving; issues that cannot be accepted must be explained clearly." The comrade also requested the Party Committee to self-check from the people's reflections, protect those who contribute opinions frankly and check the implementation of commitments to the People. This is a very specific requirement for innovating leadership methods, building and rectifying the Party and promoting democracy: not only to let the People speak their voice, but also to be responsible for receiving, responding and being supervised for the results of resolution.

I believe that the important measure of mass mobilization work is not the number of campaigns or dialogues, but how much the people's right to mastery is guaranteed, how legitimate and lawful aspirations are resolved, and how the people's intelligence and creativity are awakened. When the people truly know, discuss, participate, supervise and enjoy equally the development achievements, the close relationship between the Party and the people will become stronger, and the strength of the great national unity will continue to be strongly promoted.
