Conditions for women to have two children before the age of 35 to be supported by Hanoi with 4 million VND
Hanoi - From 2027, women who have two children before the age of 35, with permanent or temporary residence registration from 6 months or more in Hanoi will be supported with 4 million VND.
Hanoi City People's Council has approved the Resolution Regulating a number of contents and levels of expenditure for population and development work of the city.
One of the notable contents of this resolution is that women who have two children before the age of 35 are supported by the city with 4 million VND, applied from 2027. To enjoy this policy, women must register for permanent or temporary residence for 6 months or more in the city.
Regarding the determination of the subject "women who have 2 children before the age of 35", according to point c, clause 1, Article 3 of Decree No. 168/2026/ND-CP, cases of "having 2 children" are determined according to the number of children that the woman has given birth to, not based on the birth.
Regarding determining the age of the mother, the Decree stipulates "before 35 years old", not "until 35 years old". On that basis, based on the provisions of civil status law, civil law and related legal regulations to determine the age at the time of birth, not at the time of birth registration.
The City People's Committee said that in recent years, Hanoi's fertility rate has been maintained below the replacement fertility rate; the total fertility rate reached 1.88 children/woman in 2023, 1.86 children/woman in 2024 and 1.87 children/woman in 2025.
In the context that Hanoi is a special urban area, with a large population size, high urbanization rate, and increasing housing costs, care, nurturing and education for children; along with job pressure and the requirement to balance work and family, maintaining a low birth rate for a long time raises the requirement to have appropriate solutions to encourage couples to have enough 2 children. Thereby, contributing to gradually bringing the city's birth rate to a replacement birth rate, limiting adverse impacts on population size, structure, population aging process and human resources in the long term.
In addition, it is necessary to encourage women to have enough 2 children before the age of 35 for the health of the mother and baby.
Women after the age of 35, the number and quality of eggs begin to decline, the possibility of pregnancy decreases significantly, and the risk of birth defects will be higher for children.
Pregnancy over 35 years old can increase the risk of complications such as high blood pressure, gestational diabetes, affecting the health of both mother and fetus.
Therefore, pregnancy and childbirth before the age of 35 will be good for the health of both mother and baby, contributing to improving population quality and reducing social burden.
According to the Hanoi People's Committee, the determination of the support level of 4 million VND per woman when giving birth to 2 children before the age of 35 is the result of a comprehensive balance process based on practical factors.
The total cost of implementing population policies in 2027 is estimated at 245.9 billion VND, including increasing remuneration for 8,500 population collaborators to 0.5 times the base salary and supporting counseling and pre-marital health check-ups. In the context that local budgets must meet many goals, the support level of 4 million VND/woman is determined to be suitable for the city's ability to balance resources in each period.
This is a policy of encouraging and partially financially supporting families in the process of raising children, combined with other comprehensive communication and social security solutions, not a level of payment to replace all childcare costs.
Based on management data and specialized population statistics, it is expected that every year about 15,000 women will have enough 2 children before the age of 35 under the policy implementation scope.
With a support level of 4 million VND/woman when giving birth, the estimated cost is about 60 billion VND/year.
