The Government is developing a project to report to the Politburo and submit to the 5th Central Conference a project to issue a new resolution on salary and social insurance policies.

In the afternoon of October 21, the National Assembly discussed in groups about the draft Law amending and supplementing a number of articles of the Law on Social Insurance (BHXH).

Speaking at the group, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra said that the Government is developing a project to report to the Politburo and submit to the 5th Central Conference of the Project to issue a new resolution on salary and social insurance policies to replace Resolutions No. 27 and 28 of the 12th Central Committee.

According to Deputy Prime Minister Pham Thi Thanh Tra, when there is a new resolution from the Central Government, the Law on Social Insurance will almost completely change.

Another important direction is to focus on reviewing, cutting, and simplifying administrative procedures, reducing compliance costs for people and businesses.

The government is flexible and proactive in solving problems arising from practice or difficulties and obstacles, in order to unlock all resources for development" - the Deputy Prime Minister affirmed.

With this task, the Deputy Prime Minister believes that the authority of the Government has been raised, but the responsibility is also very heavy, so it is necessary to be very urgent to complete legal documents guiding implementation as soon as the law is passed by the National Assembly.

Going into the specific content of the Law on Social Insurance, the Deputy Prime Minister emphasized that the main goal is to expand coverage to implement the principle of both promoting the labor market and ensuring increasing the coverage rate of universal social insurance.

The goal is to strive to ensure universal social insurance coverage by 2030. By this year, we have reached nearly 96%.

The Deputy Prime Minister noted the control, preservation, growth of the fund and effective use of unpaid funds.

Strictly manage this content, on the one hand, while preserving people's insurance money, on the other hand, it can increase the fund.

From this growth fund, we are using it very effectively to continue supporting social security policies" - the Deputy Prime Minister analyzed.

Speaking at the group about the investment portfolio of the Social Insurance Fund, Politburo Member, National Assembly Chairman Tran Thanh Man emphasized "this is the source of money for tens of millions of workers, not traded safely for yields".

Accordingly, the draft law needs to ensure the principles: safety is a prerequisite; fund preservation is a limit that must not be exceeded; efficiency is a mandatory requirement; transparency and responsibility are mechanisms to ensure implementation.

Regarding expanding the investment portfolio, the National Assembly Chairwoman noted that it is necessary to truly reduce risks, not to shift from one risk to another.

At the same time, it is necessary to improve the efficiency of the fund, unlock and use resources effectively, absolutely not to reverse the priority order.

Therefore, the law needs to clearly stipulate the core principles and criteria; assigning the Government to stipulate a set of quantitative criteria, investment limits, risk diversification mechanisms, partner selection and management responsibilities.
