After the arrangement, the education sector reduced 12.3% of budget salary earners

The above content was presented at the Conference to summarize the work in 2025, term 2021-2025; orientation for the work in the 2026-2030 term and deploy key tasks in 2026 recently organized by the Ministry of Education and Training (MOET).

In the summary report, Chief of Office of the Ministry of Education and Training Tran Quang Nam said that one of the outstanding marks of the term is the work of perfecting the system of mechanisms and policies. In 2025 alone, the Ministry of Education and Training submitted and issued a total of 77 documents under its authority, of which 40 documents were submitted to competent authorities, 26 circulars and 11 separate decisions were issued.

Notably, the ministry has advised the Government Party Committee to submit to the Politburo to issue Resolution No. 71-NQ/TW on breakthroughs in education and training development, proposing new policies and decisions to unblock bottlenecks, create breakthroughs in development, modernize and revive the country's education system.

Along with that, the Law on Teachers - the first specialized law that fully stipulates the legal position, rights, obligations and policies for the teaching staff - has been passed by the National Assembly. Three other important laws were also submitted to the National Assembly for approval under a shortened process, including the Law amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended) and the Law on Vocational Education (amended), contributing to removing practical obstacles, perfecting a synchronous and modern legal corridor for educational development.

During the term, the Ministry of Education and Training also focused on reviewing and arranging the apparatus in a streamlined, effective and efficient manner, in line with the two-level local government model. After the end of the Ministry Inspectorate's activities, the organizational structure of the ministry reduced 6 administrative organizations compared to 2024, reaching a rate of 30%. The number of public service units under the ministry will be reorganized and streamlined to 65 units; the number of employees receiving salaries from the state budget is 21,096 people, down 12.3% compared to 2021.

In the period of 2021 - 2025, the quality of key education will continue to be affirmed, demonstrated through the number of medals of students at regional and international Olympia competitions; higher education and vocational education have many positive changes. The scale and quality of training have increased, the structure of professions has shifted in a positive direction, in which STEM professions have increased higher than the general increase; digital transformation and application of artificial intelligence in education have been promoted...

Concluding the conference, Minister of Education and Training Nguyen Kim Son emphasized that the 2021-2025 term is a "term of change", with rapid progress, large scale, breadth and profound impact on the entire industry.

Looking back over the past 5 years, the minister emphasized that the position of the education sector has never been so clearly cared for and positioned as it is today. The sector has received deep attention from the Party, State, Government and people, and has been placed in a position of special importance for national development.

Entering the new term, the minister said that the education sector needs to pay special attention to three key issues. First of all, it is necessary to clearly identify the existing development opportunities, not miss opportunities, not miss rhythms and not disappoint the expectations of the Party, State and People. Second, it is necessary to maximize the advantages of newly established institutions, consider institutions as important competitive resources, and soon bring legal regulations and specific mechanisms and policies into life. Third, it is necessary to prepare well to effectively absorb and convert large investment resources for education, turning resources into real development drivers.

In particular, the minister affirmed that the fundamental and decisive factor for the quality and operation of the entire education system is the teaching staff. The promulgation of the Law on Teachers and continued improvement of policies for team development demonstrates the industry's steadfastness in caring for the "subject" of education.

According to the minister, wherever there are good teachers, there is good quality education; this is a great lesson for the term and also a consistent orientation for the coming period.
