There is a plan to handle the abandoned headquarters after the arrangement in Nghe An
Nghe An - The Provincial People's Committee has approved a plan to handle headquarters and public assets associated with the reorganization of the government apparatus according to the two-level model.
On December 25, Lao Dong Newspaper published an article "Many headquarters and agencies are left vacant after the reorganization in Nghe An" reflecting the situation of some headquarters not being exploited and used such as the headquarters of the Department of Culture - Sports and Tourism, Nghe An HIV/AIDS Prevention Center and some headquarters in Cua Lo ward.
On December 27, a representative of the Price and Property Management Department (Nghe An Department of Finance) said that the Provincial People's Committee had issued a plan to handle and rearrange public assets of agencies and units in the area, associated with the operation of the two-level government.
On June 24, 2025, Nghe An Provincial People's Committee issued Decision No. 1809/QD-UBND approving the Plan for arranging, arranging and handling public assets for the (new) commune-level government. According to the decision, all working headquarters, career facilities, vehicles, infrastructure and assets established for public ownership are inventoried, handed over, transferred or handled according to standards and norms.
For surplus headquarters after the arrangement, the Provincial People's Committee will temporarily assign them to the new commune-level government for management; then develop a plan to convert community service functions such as health stations, schools, libraries, public administrative centers, cultural and sports institutions or reclaim and assign the competent unit to manage the exploited land fund according to regulations.
The arrangement and handling of public assets in Nghe An is implemented in three stages: By June 30, 2025: Listing, handing over, and receiving assets from old agencies to new units.
From July 1 to September 30, 2025: exchanging, transferring, and arranging additional headquarters, vehicles and equipment according to actual needs.
From October to December 2025: Develop a plan to handle surplus assets, convert functions or submit to competent authorities for consideration of auction, recovery, and transfer.
The Department of Finance is assigned to be the focal point for consulting, guiding and verifying data. The People's Committees of localities are responsible for strict management, preventing loss or omission of assets, and at the same time, not creating new purchases when existing assets are still usable.
At the same time, based on the review of the situation and the proposal of the relevant unit, the People's Committee of Nghe An province agreed to hand over the original status of the headquarters and related legal documents to the receiving unit. In particular, the old headquarters of the Department of Culture - Sports and Tourism at 74 Nguyen Thi Minh Khai was handed over to the Nghe An Provincial Land Fund Development Center for management and exploitation in accordance with the provisions of the law on land and public assets.
The old headquarters of the HIV/AIDS Prevention Center in Vinh Hung Ward (formerly belonging to the Provincial Center for Disease Control) was handed over to Nghe An Endocrinology Hospital for receipt and use for medical purposes.
For the headquarters of administrative units in Cua Lo ward, the ward government has a plan to arrange and use them.
