The content of the letter wrote:

On the occasion of the traditional Lunar New Year Bunpimay (2569 Buddhist calendar) of the brotherly Lao people, and on the occasion of the Comrade being trusted by the Lao People's Revolutionary Party to be assigned the important responsibility of Chairman of the Lao Central Committee of the Fatherland Front for National Construction, on behalf of the Central Committee of the Vietnam Fatherland Front, I would like to send to Comrade the warmest congratulations, and through Comrade, I would like to send to all cadres, civil servants, and public employees of the Lao Central Committee of the Fatherland Front for National Construction the best wishes and the closest brotherly feelings.

In the past year, we expressed our joy and appreciation for the great and comprehensive achievements that the brotherly Lao people have achieved under the wise leadership of the Lao People's Revolutionary Party. We believe that, under the leadership of Comrade, the Lao Front for National Construction will continue to develop, continue to be the nucleus to gather the strength of the great national unity bloc to successfully implement the goals set out by the Resolution of the 12th National Congress of the Lao People's Revolutionary Party, bringing Laos to become increasingly prosperous and wealthy.

The great friendship, special solidarity and comprehensive cooperation, strategic linkage between Vietnam and Laos in general, between the Vietnam Fatherland Front and the Lao Front for National Construction in particular, is a priceless asset of the two nations. I always wish and am ready to closely coordinate with Comrade to effectively implement cooperation agreements between the two Front organizations, contributing to fostering the great friendship, special solidarity and comprehensive cooperation, strategic linkage between the two Parties, two States and peoples of Vietnam - Laos.
