Regulating cadres and civil servants participating in peacekeeping forces
The Decree adds the subjects of cadres, civil servants and public employees assigned to participate in the United Nations peacekeeping force and the process of the force.
This content is stated in Decree No. 01/2026/ND-CP of the Government implementing a number of articles of the Law on Participating in United Nations peacekeeping forces.
The subjects of application are officers, professional soldiers, workers and civil servants of the national defense, non-commissioned officers, soldiers and units under the Ministry of National Defense; officers, professional non-commissioned officers, technical specialists, police workers, soldiers and units under the Ministry of Public Security sent to participate; officers, civil servants and public employees sent to participate in the United Nations peacekeeping force; agencies, units, organizations and individuals related to the participation in the United Nations peacekeeping force.
Regarding the process of sending new, adjusting, and withdrawing armed forces, the Decree stipulates that when there is a proposal from the United Nations, the Ministry of National Defense shall preside over and coordinate with the Ministry of Public Security to carry out the new process of sending, adjusting, and withdrawing forces participating in United Nations peacekeeping activities.
After the United Nations' proposal to send new, adjust and withdraw Vietnamese forces to participate in United Nations peacekeeping activities, the Ministry of National Defense chaired and coordinated with the Ministry of Public Security to prepare documents and report to the Government.

The Government shall consider submitting to the QPAN Council, the President - Chairman of the QPAN Council.
The Ministry of National Defense shall preside over and coordinate with the Ministry of Public Security to revise and complete the Government's dossier before the Minister of National Defense, on behalf of the Government, authorizes the Prime Minister to submit to the QPAN Council, the President - Chairman of the QPAN Council.
Based on the decision of the QPAN Council and the Government's submission, the President - Chairman of the QPAN Council issued a decision.
Based on the decision of the President - Chairman of the QPAN Council, the Ministry of National Defense, and the Ministry of Public Security to send specific forces under its management.
The Decree stipulates that before November 15 every year, the Government shall submit to the QPAN Council a plan to send rotating forces to replace those participating in United Nations peacekeeping activities in the following year.
The Ministry of National Defense shall preside over and coordinate with the Ministry of Public Security to prepare documents and report to the Government.
The Government shall consider submitting to the QPAN Council, the President - Chairman of the QPAN Council a plan to appoint rotating and replacement forces.
The Ministry of National Defense shall preside over and coordinate with the Ministry of Public Security to revise and complete the Government's dossier before the Minister of National Defense, on behalf of the Government, authorizes the Prime Minister to submit to the QPAN Council, the President - Chairman of the QPAN Council.
Based on the decision of the QPAN Council and the Government's submission, the President - Chairman of the QPAN Council issued a decision on the plan to send rotated and replacement forces.
