New regulations on civil servant salaries and armed forces will be issued in 2026
In 2026, the Ministry of Home Affairs will develop a draft Decree of the Government on the basic salary for cadres, civil servants, public employees and armed forces.
According to the latest report of the Department of Salary and Social Insurance (Ministry of Home Affairs), 2026 is the year of implementing many contents on the regime and policies of civil servants, public employees, and workers in the public sector such as:
Draft a Government Decree regulating the basic salary for cadres, civil servants, public employees and armed forces;
Draft a Decree amending and supplementing Decree No. 76/2019/ND-CP of the Government on policies for cadres, civil servants, public employees, workers and salary earners in the armed forces working in areas with special socio-economic difficulties;
Circular guiding the basic salary for cadres, civil servants, public employees and armed forces; Circular guiding the adjustment of monthly allowances for retired old and weak ward cadres;
Conduct surveys and inspect public sector salary policies in provinces and cities....
Implementing the salary policy after the restructuring of the apparatus, the local government at both levels is a major task not only for the Department of Salary and Social Insurance in general but also an important political task of the country, especially related to the salary reform regime in the public sector in the new context.
The Department of Salary and Social Insurance said that it will strive to coordinate with relevant ministries, branches and agencies and advise competent authorities to build a salary system in a new context to meet practical needs and ensure efficiency, creating momentum for the development of the country.
At the conference to summarize the work in 2025 and deploy the work tasks in 2026 of the newly held Home Affairs sector, Deputy Minister of Home Affairs Vu Chien Thang outlined a number of key tasks that the entire Home Affairs sector needs to focus on implementing in 2026.
In particular, the Deputy Minister clearly stated the task of advising competent authorities to amend and supplement legal documents related to salaries and allowances for cadres, civil servants, public employees, and armed forces;
Continue to implement solutions to expand coverage and develop subjects participating in social insurance and unemployment insurance; support consulting, fostering vocational skills, introducing workers to find new jobs; develop a plan to propagate and mobilize participation in voluntary social insurance and household health insurance.
