The achievements are determined according to the time of issuance of the recognition decision and must be achieved within the last 6 years for positions with a holding period to be considered for regular salary increase of 3 years, or within the last 4 years for positions with a holding period of 2 years, as of December 31 of the year of consideration. These achievements are arranged in order from high to low according to the appendix with the regulations.

In case the civil servant has been promoted in salary before the deadline due to excellent achievements, all achievements achieved before the date of the decision to increase the salary before the deadline, within 6 years or 4 years according to regulations, will not be counted for consideration for the next promotion.

Those who have never been increased in salary before the deadline will be considered in advance. Next are those who have less than 10 years of service until the retirement date according to regulations, excluding the case of being able to increase the salary level ahead of schedule when there is a retirement announcement. The next priority criteria include cadres who do not hold leadership positions or hold lower leadership positions, war invalids, ethnic minorities, female workers, people with unreasonable salary developments and people with more working time at the Ministry's agencies.

The regulations also clearly stipulate how to calculate the number of people in the rate eligible for early salary increase. Accordingly, for every 10 people on the salary list of the unit, it is determined that one person will be promoted to the salary level ahead of schedule due to excellent achievements, not including a balance of less than 10 people.

Every year, in the fourth quarter, the Department of Organization and Personnel base on the number of people left behind under 10 people on the salary list, including agencies and units with less than 10 people, to advise on assigning additional targets for early salary increase beyond the determined rate.
