Submitting to the Secretariat on amending salaries of cadres and civil servants of Party and Front agencies

On December 31, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued the Conclusion of the Politburo and the Secretariat on the situation and results of the operation of the political system and local government at both levels (Conclusion No. 228-KL/TW).

Conclusion stated at the meeting on December 30, 2025, after listening to the report of the Central Organizing Committee on the situation and results of the activities of the apparatus of the political system and local governments at level 2 in December 2025 (Report No. 613-BC/BTCTW, dated December 29, 2025), the Politburo and the Secretariat basically agreed with the recommendations and proposals stated in the Report of the Central Organizing Committee on the situation and results of the activities of the apparatus of the political system and local governments at level 2 in December 2025.

Also according to the Conclusion, the Politburo and the Secretariat requested Party committees, Party organizations, agencies, units and localities to continue:

Strengthen management, inspection, and examination of the arrangement, arrangement, and handling of headquarters and public assets of agencies, organizations, and units under management to prevent loss and waste.

Strengthen training and coaching to improve qualifications, skills, professional expertise, management and operation capacity and sense of responsibility of commune-level cadres and civil servants, especially in the fields of finance, land, planning, and information technology.

Focus on improving information and propaganda work on the effectiveness of local government activities at both levels, promptly commend and replicate good models, contributing to strengthening people's trust and creating high consensus in society.

The Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and Central organizations to preside over and coordinate with the Central Organizing Committee and relevant agencies to summarize and advise on amending and supplementing Decision No. 304-QD/TW, dated June 10, 2025 of the Politburo on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front for suitability and approach to reality.

In the conclusion, the Politburo and the Secretariat assigned the Central Organizing Committee to urgently advise and submit to the Secretariat to issue a document on amending and supplementing Decision No. 128-QD/TW, dated December 14, 2004 of the 9th Secretariat on salary regime for cadres, civil servants, public employees of Party agencies, the Fatherland Front and mass organizations.

The Conclusion also clearly states the requirement for Party committees, agencies and units directly under the Central Government to study and review recommendations from agencies, units and localities to immediately guide, resolve or advise, propose assignment plans, roadmaps, handling time to remove difficulties and obstacles and provide full information to agencies, units and localities; periodically report monthly to the Central Steering Committee to summarize Resolution 18 (through the Central Organizing Committee).
