New policy on salary and allowances takes effect from January 1, 2026
Some new policies on salaries and allowances for teachers and medical staff take effect from January 1, 2026.
Increasing regional minimum wage
According to Decree 293/2025/ND-CP, from January 1, 2026, the monthly minimum wage of the four regions will be adjusted to increase compared to the current level as follows:
- Region I: VND 5,310,000/month (an increase of VND 350,000 compared to 2025).
- Region II: VND 4,730,000/month (up VND 320,000).
- Region III: VND 4,140,000/month (increased by VND 280,000).
- Region IV: VND 3,700,000/month (increased by VND 250,000).
Teachers are ranked highest in the administrative career salary scale system
According to the 2025 Teachers' Law, from January 1, 2026, there will be highlights on teachers' salaries as follows:
- Teachers' salaries are ranked highest in the administrative career salary scale system;
- Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching at specialized schools; teachers implementing integrated education; teachers in some specific sectors and occupations are entitled to higher salary and allowances than teachers working under normal conditions.
Increasing vocational allowances for teachers
Pursuant to Clause 2, Article 2 of Resolution 248/2025/QH15, from January 1, 2026, vocational incentives will be implemented according to the roadmap prescribed by the Government for public preschool and general education institutions at the level of:
- Minimum 70% for teachers.
- Minimum 30% for employees.
- 100% for teachers working in border areas, islands, ethnic minority areas and mountainous areas, areas with particularly difficult socio-economic conditions.
Increasing preferential allowances for medical staff
Pursuant to Article 3 of Resolution 261/2025/QH15, the regime and policies on salary and allowances for medical staff from January 1, 2026 are stipulated as follows:
- Medical doctors, traditional medicine doctors, dental and maxillofacial doctors, preventive medicine doctors, and pharmacists are paid from level 2 when recruited into the corresponding professional title until there are new regulations on salaries.
- People who regularly and directly practice medical expertise in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology are entitled to preferential allowances at a rate of 100%.
- People who regularly and directly work in health care at commune-level health stations and preventive health facilities are entitled to preferential allowances as follows:
+ 100% for ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, border areas, islands;
+ Minimum 70% for cases not covered by Point a, Clause 3, Article 3 of Resolution 261/2025/QH15.
- The Government shall detail Clause 2 and Clause 3, Article 3 of Resolution 261/2025/QH15 in accordance with the socio-economic development conditions of the country.
