Salary from January 1, 2026 will be adjusted according to many new regulations
From January 1, 2026, the new salary policy will be officially applied with many adjustments compared to the current one.
Increasing regional minimum wages for workers
The Government has issued Decree 293/2025/ND-CP stipulating the minimum wage for employees working under labor contracts, applicable from January 1, 2026.
Accordingly, the minimum monthly and hourly wages in all four regions were adjusted up compared to the current level. Specifically, region I has a minimum monthly salary of 5.31 million VND, an increase of 350,000 VND; region II is 4.73 million VND, an increase of 320,000 VND; region III is 4.14 million VND, an increase of 280,000 VND; region IV is 3.7 million VND, an increase of 250,000 VND.
Along with the monthly salary, the minimum hourly salary is also adjusted accordingly, respectively 25,500 VND/hour in region I; 22,700 VND/hour in region II; 20,000 VND/hour in region III and 17,800 VND/hour in region IV.
The subjects of application are employees working under labor contracts and employers according to the provisions of the 2019 Labor Code, including enterprises, agencies, organizations, cooperatives, households and individuals with labor leases.
Salary and allowances for medical staff have many new points
The 15th National Assembly, 10th Session, passed Resolution 261/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in the work of protecting, caring for and improving people's health.
In Article 3 of the resolution, the salary and allowance regime for health workers is regulated with many notable points. Accordingly, doctors, traditional medicine doctors, dental and maxillofacial doctors, preventive medicine doctors and pharmacists are paid from level 2 immediately upon recruitment to the corresponding professional title, until there are new regulations on salaries.
For those who regularly and directly practice medical expertise in specific fields such as psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology, the preferential allowance for the profession is 100%.
Medical staff working at commune-level health stations and preventive health facilities are also entitled to preferential allowances. Of which, the 100% rate applies to ethnic minority areas, mountainous areas, areas with special difficulties, border areas, and islands; the remaining cases are entitled to a minimum of 70%.
The Government will specify these contents in detail, ensuring compliance with the socio-economic development conditions of the country.
The turning point in teachers' salary scale
The 2025 Law on Teachers recently passed by the National Assembly is considered an important milestone, the first time issuing a specialized law specifically for the teaching profession, thereby affirming the position and role of the teaching profession in society.
The highlight of the law is the regulation on the salary and allowance regime for teachers in Article 23. Accordingly, the salary of teachers in public educational institutions is ranked highest in the administrative career salary scale system, and is also entitled to preferential allowances and other allowances according to the nature of their work and by region.
Some groups of teachers are entitled to higher salaries and allowances than normal conditions, including: preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands, and areas with special difficulties; teachers at specialized schools; teachers performing integration education and teachers in some specific sectors and professions.
For teachers working at non-public educational institutions, salaries are implemented according to the provisions of the law on labor. In case teachers work in an industry or profession with a special regime, they will receive the highest special regime, if that policy coincides with the policy for teachers.
The Law also emphasizes the requirement to strongly innovate the mechanism for recruitment, use, fostering, treatment and promotion of the teaching staff; at the same time, affirms the policy of prioritizing the highest salary for teachers in the administrative career salary scale system.
For non-public teachers, from January 1, 2026, the regional minimum wage will also be adjusted to increase according to Decree 293/2025/ND-CP, thereby contributing to improving the income of this group.
