The Department of Local Government said that 2025 is an important milestone for the Home Affairs sector and the entire political system, when we implement a revolution in streamlining the apparatus, reorganizing and reorganizing administrative units (ADUs) at all levels with the largest scale and historical significance since the founding of the country.
From July 1, 2025, the 2-level local government model will be implemented synchronously nationwide for the first time with 34 provincial-level administrative units and 3,321 commune-level administrative units; at the same time, the whole country will complete the arrangement of administrative units in accordance with the direction of the Party Central Committee, the National Assembly, the Government, and the Prime Minister.
Regarding the organization of the People's Council and People's Committee apparatus at all levels, it is quickly strengthened, operated stably, and immediately met the requirements of state management in the new model.
The leadership apparatus of the People's Council and People's Committee is timely and safe; 466 provincial-level professional agencies and 9,916 commune-level professional departments have been established and put into operation in a disciplined manner, without interruption in handling the work of people and businesses.
The personnel work, the most difficult stages and the successful decisions of the model have been implemented decisively, methodically and humanistically.
In particular, localities have proactively coordinated and dispatched nearly 4,000 cadres, civil servants and public employees to strengthen the commune level and the front line to directly perform tasks.
Thousands of vocational training and fostering classes have been organized from central ministries and branches to the commune level; ministries and branches issued a unified guidance document system, helping the team quickly adapt to new requirements.
In particular, policies for cadres affected by impacts are implemented promptly, flexibly and humanely: From financial support, housing support, transportation to appropriate work reassignment, ensuring rights and ideological stability.
These solutions have strengthened trust, created consensus and maintained public service discipline, contributing significantly to the new apparatus operating smoothly in an unprecedentedly large-scale transition period.
