Plan to change pension and social insurance allowance payments until 2027
From 2027, the payment of social insurance benefits such as pensions, allowances, and unemployment insurance will be carried out through social security benefit accounts on VNeID.
Vietnam Social Security has just issued a plan on using social security benefit accounts in paying social insurance (SI) and unemployment insurance (UI) benefits.
A social security benefit account is identification information on VNeID, allowing users to integrate one of three means including payment accounts, e-wallets or mobile money accounts to receive pensions, support money and other legal funds. This account is being used to pay pensions and social insurance allowances from September 28.
In October, the Social Insurance agency completed a plan to connect, integrate and exchange data, including building guidance on identifying and using social security benefit accounts to serve regime payments; content for payment via e-wallets, mobile money accounts; standardizing beneficiary information, including new participants.
In November-December 2026, Vietnam Social Security will complete the connection of the software system with the electronic identification system, exploiting information to serve payment.
In this process, the sector propagates and guides people to register, integrate and use accounts. In case they do not meet the conditions to make payments, they will continue to receive benefits through appropriate methods, without interruption of benefits.
From 2027, the payment of social insurance and unemployment insurance benefits will be carried out through social security benefit accounts on VNeID.
According to Vietnam Social Security, the whole country currently has nearly 21.6 million people participating in social insurance, equivalent to more than 45% of the working-age population.
Of which, more than 19 million people participate in compulsory social insurance and more than 2.5 million people participate voluntarily.
Nearly 3.5 million people are receiving pensions and social insurance allowances.
The number of health insurance participants exceeds 99 million, covering nearly 97% of the population.
The rate of spending through personal accounts in Hanoi reached 99.64%
Also related to the payment of social insurance benefits, in Hanoi, in the first 9 months of 2026, the work of resolving and paying social insurance and unemployment insurance benefits was carried out promptly and in accordance with regulations.
In the first 9 months of 2026, the City Social Insurance resolved 447,711 turns of people enjoying social insurance and unemployment insurance benefits, as well as promptly paying monthly pensions and social insurance allowances to 608,542 beneficiaries with an amount of 38,577 billion VND. The rate of spending through personal accounts reached 99.64%.
Administrative reform and digital transformation continue to be promoted, shortening transaction time, ensuring publicity and transparency of administrative procedures, creating convenience for people and businesses.
In the first 9 months of the year, the City Social Insurance received 10,757,533 dossiers, resolved 10,553,302 dossiers, and the delay rate was 0.35%.
The implementation of Project 06 of the Government was carried out synchronously, in which 8,541,782 cases were verified with the National Population Database, reaching a rate of 99.7%; inter-connected birth registration, health insurance card issuance for 286,548 children under 6 years old and inter-connected death registration, funeral allowance for 1,234 cases; coordination with the Health sector on issuing health certificates according to Project 06 for 1,022,627 cases; Death certificates for 5,297 cases; Birth certificates for 339,624 cases.
To create a social security account, users log in to VNeID, select the Social Security section, then select Social Security Account and enter the 6-digit password of the application.
People continue to choose the bank where they have opened an account, continue to fill in personal information and the account number to receive money. When the user selects Send information, the successful request will be confirmed on the screen. The results of social security account registration will be sent via notification on VNeID.
