Proposal to supplement civil servant staff for commune-level general service centers
Voters proposed considering and supplementing the staffing of public employees for commune-level general service centers to strengthen human resources to perform multi-sectoral and multi-field tasks.
The Ministry of Home Affairs has issued a document responding to voters' petitions sent after the First Session, 16th National Assembly.
Accordingly, Ha Tinh voters proposed considering and supplementing the staffing of public employees for commune-level general service centers to strengthen human resources to perform multi-sectoral and multi-field tasks, including the field of Agricultural Extension.
Voters believe that currently, due to the lack of a source of civil servant staff to supplement, the number of staff assigned to each Center in the province is very limited.
In particular, some units are assigned 3 staff members to perform multi-sectoral and multi-field tasks; regarding agricultural extension staff, it has been ensured that each commune and ward assigns at least 1 staff member to perform agricultural extension work, but due to the small number, it is very difficult to organize the implementation of tasks.
Regarding this content, the Ministry of Home Affairs said that implementing the opinions of the Central Organization Committee, based on the requirements and objectives of streamlining staff in Resolution No. 39-NQ/TW, Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW, based on reports from ministries, branches, and localities, the Ministry of Home Affairs has advised the Government Party Committee to have a document proposing staffing for the period 2026-2031, sent to the Central Organization Committee for summarization and reporting to competent authorities for consideration and decision, basically meeting the requirements for local human resources according to the 2-level local government model.
The Ministry of Home Affairs said that the Politburo has issued new Conclusions and Regulations on personnel management, Regulations on personnel of provinces and cities in 2026 and orientations for assigning personnel for the period 2027-2031.
Accordingly, based on Decision No. 185-QD/TW dated June 2, 2026 of the Politburo, the Central Organization Committee issued Decision No. 318-QD/BTCTW dated June 15, 2026 on assigning personnel for Ha Tinh province in 2026.
Based on the regulations in the above documents, the Central Organization Committee is the agency with the authority to assign and manage the payroll of provincial and city Party committees; The Standing Committees of provincial and city Party committees are responsible for leading, directing, and deploying the assignment, management, and use of payroll.
Accordingly, based on the policies and regulations of the Politburo in the above documents, it is proposed that Ha Tinh province continue to be based on the following criteria:
Functions, tasks; job positions and workload of each job position; level of modernization of equipment, working facilities and information technology application; actual use of assigned staff.
Population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety to proactively arrange and assign staff to each agency, organization, and unit under management to be appropriate (including the commune-level General Service Center), ensuring not to increase the number of staff assigned by competent authorities.
