Periodically evaluate officials to consider arranging, transferring, and reassigning tasks
The Prime Minister requested to seriously and substantively implement the periodic evaluation of officials as a basis for considering the arrangement, transfer, and reassignment of tasks.
On October 1st, at the Government Headquarters, Politburo Member, Secretary of the Government Party Committee, Prime Minister Le Minh Hung chaired the Standing Committee of the Government Party Committee's collective meeting to evaluate and rank leading and managing cadres in the third quarter of 2026.
The Conference conducted an assessment and proposed a ranking level for the third quarter of 2026 for members of the Standing Committee of the Government Party Committee and considered and decided to rank the third quarter of 2026 for leading and managing cadres under the authority of the Standing Committee of the Government Party Committee.
With a spirit of urgency, seriousness, and efficiency, the Conference well implemented the contents and programs set out, ensuring compliance with regulations; focusing on discussing and evaluating the advantages, outstanding results and existing problems and limitations for officials.
Speaking at the conference, Prime Minister Le Minh Hung stated clearly that the Government Party Committee is very interested in creating breakthroughs in evaluating and appointing cadres, especially correctly assessing the results of task implementation and resolutely overcoming the situation of egalitarianism in cadre evaluation, the situation of shirking and avoiding responsibility.
Cadre evaluation must be done regularly, impartially, and objectively, in the context of a very high workload and urgent requirements for progress and time.
The Prime Minister emphasized, implementing the evaluation of cadres according to the principles of the Party's activities, especially the principle of democratic centralism, collective leadership, and individual responsibility; in the spirit of solidarity, unity, and in accordance with authority and responsibility; whichever level directly uses cadres and assigns tasks, that level comments, evaluates, and proposes the ranking level, and the level with authority to manage cadres decides and approves the ranking level.
At the same time, seriously and substantively implement the policy of evaluating cadres periodically every quarter, 6 months, 9 months, evaluating annually as a basis for considering the arrangement, transfer, and reassignment of tasks for cadres.
The Prime Minister emphasized that, seriously implementing the direction of the Politburo, the General Secretary, and the President, and the work of evaluating cadres going into substance, the effectiveness of work, prestige and contribution will become a measure in evaluating cadres and the quality, effectiveness, and efficiency of the apparatus will be better, increasing people's trust in the Party and the State.
This is also an important foundation for implementing the tasks of the Government Party Committee, excellently completing socio-economic targets, ensuring national defense, security, foreign affairs, especially the double-digit economic growth target in 2026 and the entire 2026-2030 period.
The Prime Minister requested the Standing Committee of the Government Party Committee, the Standing Committee of the Government and the members of the Standing Committee of the Government Party Committee to continue to be receptive, seriously absorb comments, and frankly recognize existing problems and limitations that need to be overcome.
From there, based on the program and plan of the Government Party Committee to continue to be more determined and drastic in the remaining quarter of the year, focusing on synchronously, drastically, and effectively implementing tasks and solutions in all fields, determined to strive to achieve the highest goals and targets of 2026, especially the goal of double-digit economic growth, and effectively implement social security policies.
