The Ministry of Health proposes to add 22 diseases and groups of traditional medicine diseases to be covered by HI at specialized level facilities.

The Ministry of Health is seeking opinions on the draft Circular amending and supplementing a number of articles of Circular 01/2025/TT-BYT, guiding the implementation of the Law on Health Insurance. One of the notable contents is expanding the list of diseases and groups of traditional medicine diseases to be examined and treated at specialized facilities.

According to the draft, the proposed supplementary list includes 22 diseases, disease groups in many fields, such as neurological, circulatory, digestive, skin and subcutaneous tissue diseases, musculoskeletal, urinary-reproductive diseases and functional and physical symptoms.

Notable diseases and groups of diseases include sequelae from tuberculosis, cerebral palsy, hemiplegia, paralysis of both legs and limbs, Parkinson's disease, sequelae of cerebral vascular disease, varicose veins of the lower extremities, hemorrhoids, cirrhosis, spinal degeneration with nerve root damage and prostate hyperplasia.

In particular, the list also proposes to add many conditions related to cancer treatment, such as paralysis or mobility disorders, skin damage, joint pain, muscle stiffness, urinary and fecal disorders, sensory disorders, cancer-induced pain and hoarseness after cancer surgery.

In addition to expanding the disease list, the draft also proposes regulations on transferring patients from specialized medical examination and treatment facilities to basic or initial level facilities to continue monitoring and treatment when the disease has stabilized or is suitable for professional requirements and the disease condition.

The proposal to supplement the list aims to gradually expand the scope of traditional medicine examination and treatment, and at the same time standardize disease names, disease types and disease codes according to ICD-10, contributing to unifying expertise, HI payment and data management.
