Dong Nai proposes to supplement sanctions to handle businesses that are late in paying and owing social insurance for a long time in order to protect the rights of workers.

Slow payment of social insurance, the amount is still large, prolonged

Over the past time, hundreds of workers in Dong Nai have been affected in their rights due to businesses owing social insurance. Thanks to the support of the Trade Union, 339 workers of Bach Thanh Ceramic Tile Co., Ltd. (Nhon Trach 1 Industrial Park) were notified of finalizing social insurance books after a long wait. Dozens of workers of Dong Nai Granite Tile Co., Ltd. (Phuoc Tan ward) were also finalized after winning the lawsuit and found new jobs.

However, the current situation is that many businesses and units are still slow to pay social insurance, causing disadvantages to workers' rights.

Dong Nai City Social Insurance assessed that although the unit has coordinated with functional agencies to implement many solutions, the situation of localized late payments of large amounts and prolonged payments is still concentrated in some units. According to the statistical list as of September 2026, there are 26 units still having to collect more than 145 billion VND, including both contributions and interest. Hanul Line Vietnam Co., Ltd., Lilama 45-1 Company and Lilama 45-4 Joint Stock Company account for more than 85% of the amount.

According to Dong Nai City Social Insurance, departments and branches have inspected and supervised the compliance with labor laws, including social insurance and unemployment insurance at 362 enterprises; fined 23 cases in the field of social insurance with a total amount of 2.38 billion VND; applied remedial measures to 2 cases that have expired the penalty period; requested to retroactively pay 3.02 billion VND of compulsory social insurance and unemployment insurance. At the same time, guided and rectified the compliance with the law for 50 labor leasing enterprises.

Dong Nai City Labor Federation assessed that the situation of evasion and debt of social insurance, health insurance, unemployment insurance, occupational accident insurance, and occupational insurance of employers in the area affects a series of other benefits for compulsory social insurance participants such as maternity allowances, sickness allowances, and labor accident benefits... The Standing Committee of the City Labor Federation directed trade union levels to coordinate with functional agencies to strengthen inspection and supervision, promptly detect and propose handling the situation of debt of social insurance, health insurance, and unemployment insurance.

Need more sanctions to protect disadvantaged workers

Ms. Nguyen Thi Tuyet - Vice Chairwoman of Dong Nai City Labor Federation, proposed that there should be sanctions to protect the rights of union members and workers for businesses owing insurance, especially units that have been delaying for many years, accounting for a large proportion of debt. According to Ms. Tuyet, it is necessary to strictly handle units owing insurance to protect the rights of union members and workers from being disadvantaged.

Ms. Nguyen Thi Hoang, Vice Chairwoman of Dong Nai City People's Committee, said that in the area, the number of migrant workers is very large, and social security work is regularly concerned and cared for by the locality. In industrial parks in the area, there are more than 700,000 workers, of which migrant workers account for 70%.

Ms. Hoang proposed strengthening the connection of labor, wage, tax and social insurance data to detect early the risk of late payment, especially at enterprises that are shrinking production and cutting labor. At the same time, it is necessary to supplement sanctions to strictly handle units that delay and owe insurance for a long time to protect the rights of workers. Without sanctions against businesses that delay, workers will be most disadvantaged, Ms. Hoang emphasized.

Mr. Vu Ngoc Ha, a labor law expert in Dong Nai, said that businesses' delays in paying social insurance have affected workers' retirement benefits, sickness, maternity, and even difficulties when transferring to work at other businesses.
