Many businesses owe insurance for a long time

Talking to a reporter of Lao Dong Newspaper, Mr. Le Kim Khanh (51 years old), residing in Truong Quang Trong ward, Quang Ngai province, said that he started working at Licogi Quang Ngai Joint Stock Company in 2001. In 2019, the company delayed paying salaries and owed social insurance (BHXH) to employees. This situation has lasted for many years, making it impossible for him to continue to stick with the company. In August 2023, he decided to resign. The total amount of salary and social insurance that the company still owes him is more than 170 million VND.

Having to quit my job at an old age, while not receiving enough salary for many years, and having two young children of school age, my family's life has been very difficult. Since I quit my job, the company has not paid my salary and resolved my social insurance debt. Many times I requested payment, the company leaders all replied that business operations are facing difficulties and cannot be paid yet. This makes us very upset," Mr. Khanh shared.

In addition to Mr. Khanh, there are also more than 40 cases who used to work at Licogi Quang Ngai Joint Stock Company who are owed social insurance.

Mr. Khanh expressed his wish that functional agencies soon have measures to handle it, and at the same time requested Licogi Quang Ngai Joint Stock Company to fully pay outstanding salaries and fulfill the obligation to pay social insurance for employees.

In Quang Ngai, there are still many units owing social insurance with large and prolonged amounts, directly affecting the rights of employees. Among them, Licogi Quang Ngai Joint Stock Company is one of the enterprises with a long debt period, which is included in the special supervision list. The total amount this enterprise owes social insurance to employees is nearly 7.9 billion VND, with a debt period of 84 months.

Dung Quat Economic - Technology Secondary School Co., Ltd. owes more than 1 billion VND, with a late payment period of 127 months; Tan Phat Joint Stock Company owes more than 4.5 billion VND, with a late payment period of 78 months; Hung Viet Real Estate Trading Co., Ltd. - Quang Ngai Branch owes more than 2.9 billion VND, with a late payment period of 56 months; Lilama 45.3 Joint Stock Company owes over 8 billion VND, with a late payment period of 63 months...

Inter-sectoral coordination, increasing the effectiveness of protecting workers' rights

According to Quang Ngai Provincial Social Insurance, as of the end of September 2026, the total amount of late payment of social insurance, health insurance (BHYT), and unemployment insurance (BHTN) of units and businesses in the province exceeded 285.8 billion VND, including interest. Of which, the amount of late payment from 3 months or more is 165.04 billion VND, accounting for 57.74%. Notably, there are 450 units that have dissolved, gone bankrupt, disappeared, absconded or stopped operating, with 80.36 billion VND being difficult to collect. Provincial Social Insurance is reviewing and classifying each case to implement appropriate debt recovery and violation handling measures.

In the first 9 months of 2026, the Provincial Social Insurance Department conducted specialized inspections at 80 labor-using units. Among them, 47 units were late in paying social insurance, unemployment insurance, and health insurance for less than 6 months, with debts of more than 2.8 billion VND; 33 units were late in paying for 6 months or more, with an amount of over 2.4 billion VND. Immediately after the inspection, the units paid more than 3.4 billion VND to remedy. The Provincial Social Insurance Department also fined 39 units for health insurance violations, with a total amount of 158.5 million VND.

According to Mr. Nguyen Quang Hung, Director of Quang Ngai Provincial Social Insurance, if a business has the ability to pay salaries and social insurance contributions, but intentionally delays, it is necessary to verify and strictly handle it to ensure the rights of employees and maintain legal discipline.

In order to strengthen the effectiveness of law enforcement, the Provincial Social Insurance and the People's Procuracy of Quang Ngai province signed a coordination regulation on October 15, 2026, piloting the People's Procuracy initiating civil cases to protect the civil rights of vulnerable groups or protect public interests. The regulation focuses on providing, receiving, processing information, documents and coordinating the initiation of cases infringing upon public interests and civil rights of workers in the field of social insurance, creating a basis for the two sectors to coordinate in handling cases in accordance with their functions, authority and legal regulations.
