Organize health checks for workers, prevent the risk of buying medical papers online
Instead of requiring employees to go for health checks themselves to complete their dossiers, some businesses organize free check-ups after recruitment to ensure accurate health information.
Public sale, no need for buyers to go for examination
In the role of a worker preparing job application documents, reporters tried to search on Facebook with the keyword "health certificate to get immediately". A series of accounts, groups and advertising posts appeared with invitations such as "quick - neat - no waiting", "get in the day".
Contacting some accounts posting for sale, reporters were informed of many price levels. A type of A3 health certificate without photos is offered for about 100,000 VND; if there are photos, it is 150,000 VND, some places report 160,000 VND.
According to the seller, buyers only need to provide a personal photo. The paper part has been prepared, with a seal. After receiving the paper, buyers are instructed to self-enter information such as full name, citizen identification card, address. Notably, buyers are not required to go to a medical facility for a pre-existing health check-up.
One account said that if placed at about 10 am, the paper could be delivered in about 4-7 pm on the same day. Thus, in just a few hours, buyers are promised a set of documents showing health check-up results, even though they actually did not go through the check-up process.
Records at some businesses with recruitment needs in Thang Long Industrial Park (Hanoi) show that not every business requires employees to immediately submit health certificates when applying.
At Enplas Co., Ltd. (Vietnam), health certificates are included in the recruitment dossier. However, when contacting the business, employees are informed that they can supplement health certificates after applying.
As for Nissho Vietnam Co., Ltd., in case there is no original health certificate, employees can submit a photocopy; if successful, the original must be supplemented.
Businesses organize examinations to limit sales examination papers
At some businesses, the control of workers' health is carried out in a different direction.
Talking to Lao Dong Newspaper, Mr. Phan Thanh Hai - Chairman of the Trade Union of Meiko Electronics Vietnam Co., Ltd. (Thach That - Quoc Oai Industrial Park, Tay Phuong commune, Hanoi City) - said that after being recruited, employees are given free health check-ups by the company.
According to Mr. Hai, this both creates favorable conditions and attracts workers to recruit, and helps businesses assess the health of candidates before arranging jobs. At the same time, businesses can monitor the health status of workers to have appropriate support measures.
The fact that businesses proactively organize health check-ups also contributes to limiting the situation where workers do not go for actual check-ups but buy health certificates to complete dossiers.
Mr. Nguyen Huy Sang - Chairman of the Trade Union of Yamaha Motor Vietnam Spare Parts Production Co., Ltd. (Thang Long Industrial Park, Hanoi) - informed that after candidates are interviewed and selected, the company will organize health checks.
Based on the examination results and actual health status, employees are classified according to regulations. From there, the company arranges employees for suitable departments and job positions.
According to Mr. Nguyen Huy Sang, organizing health checks for workers after being recruited is to accurately assess their health status, and at the same time limit the situation of using health certificates purchased outside, not meeting conditions and not in accordance with regulations.
From a legal perspective, Lawyer Dao Nguyen Thuat said that health certificates are not personal papers that can be bought and sold, filled in information or used arbitrarily. In case of using health certificates that are not issued in the correct order, certificates are forged, modified or filled in information that is not provided by a medical facility, depending on the nature, severity and purpose of use, violators may be administratively handled or criminally prosecuted. Whether or not criminal responsibility is prosecuted depends on the specific act, method of implementation, purpose of use, details of the case and legal conditions.
Therefore, instead of looking to buy health certificates online to complete dossiers in a short time, employees should directly go to qualified medical examination and treatment facilities to be examined and issued certificates according to regulations. Businesses when receiving dossiers also need to check the validity of health certificates, especially those with abnormal signs of signatures, seals, issuance time or examination content.
