Commune in Quang Ngai proactively supports vulnerable people with administrative procedures
Quang Ngai - Close-to-people government not only solves administrative procedures, but also finds ways to make people less difficult, less distant and less waiting...
Supporting the elderly, disabled, and lonely people to complete administrative procedures
To promptly support vulnerable people in carrying out administrative procedures, Kon Braih Commune People's Committee, Quang Ngai province proactively implemented the model "Supporting vulnerable people in resolving administrative procedures".
Up to now, the model has initially achieved positive results, and has been agreed and supported by the people. The model was implemented by the Commune People's Committee from the beginning of May 2026, to support the elderly, the elderly, the disabled, and the lonely people to carry out essential procedures such as: social protection, civil status extracts, certification...
Based on the needs and registration lists of people, commune officials proactively go to each village and each house to support the implementation of administrative procedures.

This year, at the age of 95, Mr. A Pheng (resident of hamlet 10, Kon Braih commune) is weak and cannot walk, and needs to certify documents to prepare a longevity certificate. Upon receiving the registration information, commune officials came to his house to assist him in completing procedures, correcting, and supplementing information to serve the preparation of longevity certificates.
Mr. A Pheng's daughter said: "The family is very happy to have officials come to the house to guide them wholeheartedly. The procedures are carried out conveniently and quickly. This is a humane and practical work, helping vulnerable people reduce difficulties.
Ms. Y Huynh is a disabled person in Kon Braih commune who cannot walk and communicate. The family needs to carry out procedures to certify poor household papers to complete the dossier to enjoy tuition benefits for her grandson.
Ms. Y Huynh's daughter-in-law - Ms. Y Wak - shared: "My understanding is limited, so when declaring, I am still confused and encounter many difficulties. Being guided wholeheartedly by commune officials to my house, explaining clearly the problems, and related procedures were resolved quickly and promptly. My family is very grateful and excited.

Directly going to the house to receive and process dossiers, Ms. Tran Thi Thuy - specialist of the Kon Braih Commune Public Administrative Service Center - said: "The working group regularly coordinates with the village head to grasp cases that need support. If we need to resolve them urgently, we go down to the village immediately, if not urgent, we combine on Thursdays every week.
Bringing digital transformation to Rong's home
Not only bringing administrative procedures closer to the people, Kon Braih commune also brings digital transformation to Rong houses. At village cultural Rong houses, computers, internet, and printers are pre-arranged; QR codes help people easily look up information and necessary procedures.
Professional staff, community digital technology teams and village officials directly guide and support people right at the grassroots level.
Director of Kon Braih Commune Public Administrative Service Center Nguyen Thi Bich Phuong - said: "Digital transformation must go hand in hand with helping people access technology. Therefore, the locality chooses to do it'close to the people, close to the people', guiding right in the village so that people can gradually use digital utilities.
To ensure the model operates smoothly and effectively, the unit must develop specific plans and schemes, especially in terms of coordination and human resources.

Since the launch of the model, the commune has supported, received and resolved 83 administrative procedure dossiers for vulnerable people in villages.
In which, there are 6 dossiers of inter-connected civil status, permanent residence registration, social protection, people with meritorious services; 5 dossiers of death registration; 23 dossiers of issuance of copies of civil status extracts; 41 dossiers of certification of copies; 5 dossiers of certification of inheritance documents...
At the same time, commune officials have guided more than 800 people to scan QR codes on the Public Service Portal to look up information about administrative procedures.
From the practical model of Kon Braih commune, each completed dossier not only helps to make documents valid but also contributes to fostering trust and building a foundation for an administration serving the people.
