Through social criticism activities, the Vietnam Fatherland Front brings voices from grassroots levels to policy-making agencies, contributing to protecting people's rights.

Promoting people's wisdom in criticism

At the survey conference organized by the Propaganda Department of the Central Committee of the Vietnam Fatherland Front in coordination with the Hanoi City Fatherland Front on August 14, 2026, the social criticism activities of the Capital were shown through specific figures.

According to the report, from 2021 to the survey time, the City Fatherland Front organized 51 social criticism conferences, issued 67 criticism notices for resolutions of the People's Council and decisions of the City People's Committee. At the grassroots level, the Fatherland Front at all levels organized 2,423 conferences, issued 3,286 notices. Especially, after July 1, 2025, especially in 2026 when implementing the Capital Law, the City Fatherland Front organized 20 conferences, issued 33 social criticism notices.

The Front chooses content associated with the rights of union members, association members and people. With important policies, the Fatherland Front surveys the reality and assesses the impact before the criticism conference.

Assoc. Prof. Dr. Bui Thi An - Chairwoman of the Hanoi Women Intellectuals Association - commented that one of the strengths of the Capital is promoting the "treasure" of intelligence among the people. Many scientists and experts have boldly contributed opinions from professional experience and practice.

She proposed strengthening inter-sectoral criticism groups, including legal experts, economists, sociologists, businesses and people affected, and developing evidence-based criticism, clarifying impacts and policy options.

Former Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Pham Ngoc Thao cited issues of waste, animal husbandry, and transportation to show the meaning of petitions from life.

Member of the Presidium of the Central Committee of the Vietnam Fatherland Front Nguyen Van Pha emphasized that the effectiveness of criticism is shown in the quality of recommendations, policies are adjusted appropriately and people's rights are guaranteed.

Connecting voices in residential areas with law-making agencies

Sharing experiences from the grassroots level, Ms. Nguyen Hien Phuong - Chairwoman of the Vietnam Fatherland Front Committee of Hai Ba Trung ward (Hanoi) - said that the Front participates in criticizing projects on socio-economic development in the 2026-2031 period, arranging residential groups, community centers and educational institutions. When there are different opinions among the people, the ward leaders request the advisory agency to study, complete, and explain to the Fatherland Front before deciding.

Along with the live conference, the Ward Front uses Google Forms, fanpages, and QR codes for people to contribute ideas. Through this, opinions are collected and transferred to policy-making agencies.

Voices from the grassroots level are also present at central-level criticism forums.

At the conference on June 2, 2026 on the draft Law on Mediation at the Grassroots level (amended), Ms. Nguyen Hien Phuong proposed promoting the role of the Front Work Committee in unifying and introducing personnel to participate in the mediation team.

Mr. Tran Anh Hoa - Secretary of the Party cell cum Head of the Fatherland Front Work Committee of Dong Da ward proposed a consultation mechanism to select people with prestige, skills and appropriate expertise.

Also at the conference, Prof. Dr. Tran Ngoc Duong proposed to promote the role of the people as the subjects, raise the standards of mediators and strengthen digital skills and dialogue skills. Prof. Dr. Phan Trung Ly emphasized that digital transformation needs support instead of direct contact in mediation, ensuring the closeness of community activities.

From forums in residential areas to conferences to criticize draft laws, the Front plays a connecting role: Gathering people's voices, promoting expert wisdom and conveying recommendations to competent authorities.

In the spirit of the Fourth Conference of the 14th Central Committee of the Party, the requirement to detect loopholes early and improve the effectiveness of supervision further highlights the significance of channels for contributing opinions to build policies from the beginning.

Each opinion being listened to, each practical issue being fully reflected is an additional basis for policies to be close to the people and go into life.
