Vice Chairman, Secretary General Ha Thi Nga supervises the implementation of democracy at the grassroots level in Lao Cai

Ms. Ha Thi Nga, Member of the Party Central Committee, Vice Chairwoman - Secretary General of the Central Committee of the Vietnam Fatherland Front, Head of the supervisory delegation, chaired the working session on the afternoon of October 4.

Attending the working session, on the side of Lao Cai province were Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen The Phuoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Mr. Giang Quoc Hung, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Mr. Ly Binh Minh, Vice Chairman of the Provincial People's Council; leaders of relevant departments and branches.

At the working session, Vice Chairman of the Provincial People's Committee Giang Quoc Hung briefly reported on the implementation of democracy at the grassroots level associated with the responsibility of the head according to Regulation No. 124-QD/TW.

Accordingly, after merging and operating the two-level local government model, agencies, units, and localities have reviewed and improved regulations on implementing democracy; strengthened publicity and transparency; linked democracy implementation with administrative reform, science and technology development, digital transformation and the responsibility of heads.

The responsibility of the head is emphasized through citizen reception, dialogue, grasping and resolving recommendations and reflections right at the grassroots level. Heads of Party committees, authorities, agencies, and units directly direct the implementation of democracy, strengthen accountability, publicity, and transparency in management and administration activities.

Speaking at the working session, Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that Lao Cai consistently believes that the arrangement of the organizational structure and operation of the two-level local government does not interrupt the people's right to mastery; and at the same time improves management efficiency and service quality for people and businesses.

Emphasizing the decisive role of the head in the quality of implementing democracy at the grassroots level, Chairman of the Provincial People's Committee Nguyen Tuan Anh clearly stated that in the coming time, the role of the head will continue to be further promoted according to the motto of being close to the people, sticking to the people, understanding the people; strictly implementing publicity, transparency, proactive dialogue and promptly handling problems arising right from the grassroots level.

The province will continue to improve regulations, improve the capacity of commune-level officials; link the implementation of democracy at the grassroots level with the responsibility of heads, administrative reform and digital transformation. In which, the focus is on strongly shifting from "having implemented" to "implementing substantively and effectively", taking the results and satisfaction of the people as a measure.

Speaking at the conclusion of the working session, Ms. Ha Thi Nga, Member of the Party Central Committee, Vice President - Secretary General, Vietnam Fatherland Front Central Committee emphasized that Lao Cai is a locality with a large number of ethnic minorities, borders, and mountainous areas; and is also a trade hub, with international border gates. Therefore, the implementation of democracy at the grassroots level, promoting the role of the head must be deeply understood and concretized in a substantive way in leadership and direction.

Ms. Ha Thi Nga proposed that the province continue to review and update relevant regulations; strengthen thorough grasp, propaganda, dissemination and guidance on democracy practice so that cadres, civil servants and people understand their rights and responsibilities, thereby proactively organizing implementation.

At the same time, identifying the implementation of democracy at the grassroots level as a regular and important political task in building the Party and the political system in the entire province; further strongly innovate methods of dialogue and interaction with the People; strengthen direct and online dialogue activities; pay attention to listening to, receiving and responding to opinions of people and businesses; pay attention to receiving, responding, resolving, and handling issues that people reflect.

Vice Chairman - Secretary General, Central Committee of the Vietnam Fatherland Front proposed that the province continue to strongly innovate methods of dialogue and interaction with the People; strengthen direct and online dialogue, focusing on listening to, receiving, and responding to the opinions of people and businesses. The important thing is not only to create a channel for people to reflect, but also to receive, resolve, and handle to the end the issues that people propose.
