Nghe An reviews people enjoying allowance benefits under Decree 126/2024

QUANG ĐẠI (báo lao động) 05/10/2026 10:12 (GMT+7)

Nghe An - Associations are required to review people eligible for allowance benefits according to Decree 126/2024.

On October 4th, the Standing Committee of the Vietnam Fatherland Front Committee (VFF) of Nghe An province said that it had just issued 2 consecutive documents related to the implementation of regimes and policies according to Decree 126/2024/ND-CP for people working in mass organizations assigned tasks by the Party and the State.

In Official Dispatch No. 1422 dated October 1, 2026, sent to the Nghe An Department of Finance, the Standing Committee of the Vietnam Fatherland Front Committee of the province requested this agency to have a document guiding mass organizations assigned tasks by the Party and State at the provincial level and the Vietnam Fatherland Front Committee of the province to complete the necessary procedures according to regulations.

The purpose is to ensure sufficient conditions to resolve regimes and policies according to Decree 126/2024/ND-CP for people working at associations.

On the same day, October 1st, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province continued to issue Official Dispatch No. 1423 to mass organizations assigned tasks by the Party and State at the provincial level on reviewing employees requesting benefits and policies.

According to the document, in order to ensure objective and regulated policy implementation, associations are required to review and compile a list of qualified employees, and at the same time determine the allowance level to be enjoyed according to Decree 126/2024/ND-CP.

The requested list must be sent to the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province, through the Organizing and Inspection Committee, before October 7, 2026.

The review is carried out on the basis of many new decisions issued in Nghe An. In which, on August 21, 2026, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 1363-QD-TU on assigning staff in Party agencies, agencies of the Provincial Fatherland Front Committee, communes and public non-business units directly under the Provincial Party Committee in 2026.

Previously, on September 11, 2026, the Standing Committee of the Provincial Vietnam Fatherland Front Committee issued Decision No. 985 assigning personnel for 2026 to professional departments, non-business units under the Provincial Vietnam Fatherland Front Committee agency and mass associations assigned tasks by the Party and State.

On September 30, the People's Committee of Nghe An province issued Decision No. 4271/QD-UBND recognizing mass organizations assigned tasks at the provincial level by the Party and the State.

Thus, along with identifying associations that are assigned tasks and assigned staff, Nghe An is conducting a specific review of each case of people working at the associations to serve as a basis for resolving regimes and policies according to regulations.

Previously, Lao Dong Newspaper on March 24, 2026 reflected that more than a year after Decree 126/2024/ND-CP took effect, nearly 100 people working at associations assigned tasks by the Party and State in Nghe An have not yet received public service allowances.

According to the reflection of Lao Dong Newspaper, the main obstacles relate to the identification of subjects and the process of managing staff at associations. The Ministry of Home Affairs then instructed Nghe An to review those recruited in the staff quota assigned to the association by competent authorities; in case they meet the conditions according to Decree 126/2024/ND-CP, they will be considered for benefits and policies according to regulations.

The fact that the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province simultaneously requested the Department of Finance to guide procedures and require associations to complete the review before October 7 is a new development in the process of removing prolonged obstacles for the regime of people working at associations.
