Mobilizing people's strength for double-digit economic growth goals

Hương Nguyễn (báo lao động) 13/10/2026 17:27 (GMT+7)

The goal of sustainable double-digit economic growth not only requires resources in capital, technology or infrastructure but also the consensus and strength of the whole society. With the role of gathering and mobilizing people, connecting resources, supervising and social criticism, the Vietnam Fatherland Front is contributing to arousing people's strength, creating more motivation for national development. Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front (MTTQ), central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai emphasized the requirement to mobilize people to enthusiastically emulate in production and business, accompany the implementation of key projects, thereby contributing to the goal of growth and improving people's lives.

On August 24, 2026, on behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Vice Chairman Cao Xuan Thao signed and issued Plan No. 65/KH-MTTW-BTT to deploy the emulation movement "Determined to successfully implement the sustainable growth goal of "2 digits" in the 2026-2030 period".

The plan concretizes the work of the Vietnam Fatherland Front and member organizations in contributing to the implementation of the average GDP growth target for the period 2026-2030 from 10% or more.

A noteworthy point is that the role of the Front is not limited to propaganda and mobilization but is placed in a wider series of activities: Arousing the spirit of labor, production, and business; connecting resources among the people; supporting people and businesses; supervising, social criticism and participating in perfecting economic development policies.

Converting consensus into development action

According to Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai, 2026 is of particular importance as it is the first year of implementing the Resolution of the 14th National Party Congress, and also the first year of implementing the Resolution of the 11th National Congress of the Vietnam Fatherland Front and the resolution of the congresses of socio-political organizations for the 2026-2031 term.

In the context of the world situation developing rapidly, complicatedly, and unpredictably, the country still achieved many important results in all fields; the economy maintained its growth momentum, social security was concerned, and people's lives continued to improve. In those general results, according to Ms. Bui Thi Minh Hoai, there is a positive contribution from the Vietnam Fatherland Front, socio-political organizations and member organizations.

To make more practical contributions to the development goals, the Chairman of the Central Committee of the Vietnam Fatherland Front requested the Front and member organizations to continue to strongly innovate the content and methods of operation, strongly focus on grassroots levels, be close to the people, be close to the people, listen to the people, and at the same time improve the quality of supervision, social criticism and participate in building the Party and government.

Taking the satisfaction and trust of the People as an important measure to evaluate the operational efficiency of the Front and member organizations" - Chairwoman Bui Thi Minh Hoai emphasized.

A direct task associated with the economic development goal set by Ms. Bui Thi Minh Hoai is to focus on propagating and concretizing the Resolution of the 14th Party Congress, soon putting the resolution into life; mobilizing people to enthusiastically emulate in production and business, support and accompany the State in implementing infrastructure development projects, key national and local projects, serving the goal of double-digit growth to have more conditions to care for and improve people's lives.

From Hanoi's reality, Ms. Tran Thi Phuong Hoa - Member of the City Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City - also emphasized the requirement: "Not only gathering a large number of people, but also connecting communities, not only creating consensus, but also turning consensus into action, not only uniting to stabilize, but also uniting to develop the Capital.

That is also the direct link between great unity and development: Social consensus not only creates stability but also becomes a resource when transformed into labor, production, business, initiative and responsibility to the community.

Arousing the creativity of workers

Among the member organizations of the Front, the Trade Union is the direct force that gathers a large number of workers, subjects participating in the production process, creating material wealth and directly contributing to growth.

In Hanoi, the City Labor Federation currently manages 5,887 grassroots trade unions, gathering nearly 600,000 union members. In the context that the Capital has about 164,800 operating businesses, employing over 2.7 million workers, building harmonious, stable, and progressive labor relations is not only related to workers' rights but also directly affects the production and business environment and the stability of businesses.

According to Mr. Nguyen Van Thang - Member of the Standing Committee of the Vietnam General Confederation of Labor, City Party Committee Member, Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, Chairman of the Hanoi City Labor Federation, building harmonious, stable, and progressive labor relations is the central task of the Trade Union organization, which is meaningful for the sustainable development of enterprises and social stability.

In the period 2021-2025, through meetings and dialogues between the Chairman of the City People's Committee and workers, nearly 1,600 recommendations related to social insurance, social housing, schools, and social welfare were received. More than 3,000 periodic dialogues and over 500 unexpected dialogues were organized at grassroots trade unions to resolve problems arising from the workplace.

Another notable point is collective bargaining activities. To date, 82.3% of enterprises with grassroots trade unions have negotiated and signed collective labor agreements, an increase of nearly 20% compared to the period before 2021.

Along with protecting rights, the Capital Trade Union also focuses on taking care of life so that workers can feel secure in production. In the period 2021-2025, the city's Trade Union levels have cared for over 2.1 million turns of union members, workers, civil servants, and laborers with a total support amount of over 877 billion VND. Programs such as "Tet Sum vay", "Trade Union Tet Market", "Trade Union Meal", supporting "Trade Union Warm House" or buses taking workers home during Tet have become practical activities linking workers with the Trade Union organization.

But the contribution of workers to growth is not only in the number of working hours or output generated, but is increasingly shown through productivity, skills and initiatives.

The movements "Capital's Good Workers", "Creative Initiatives among Workers, Civil Servants, and Laborers of the Capital", "Teaching theory, practicing skills, competing in skilled workers" are organized with the goal of improving skills, industrial style and labor efficiency.

For the program "1 million initiatives - efforts to overcome difficulties, creativity, determination to overcome the COVID-19 pandemic", Hanoi had over 40,000 participants and 201,129 initiatives, reaching 230% of the target assigned by the Vietnam General Confederation of Labor.

These figures show that development resources are not only in investment capital but also in the knowledge, experience and creativity of hundreds of thousands of workers.

In the new period, the Trade Union determines to continue to link trade union activities with requirements on science and technology, digital transformation and human resource development; encouraging models such as "Initiative Clubs", "Workers 4.0", the movement "Good Labor, High Productivity, Good Income", "Digital Education for All", thereby creating motivation for workers to adapt to changes in the economy.

In the agricultural sector, people's strength is also awakened through production, business and production linkage movements. Every year, more than 200,000 Hanoi farmers register for the title of good production and business at all levels. Farmers' Associations at all levels have supported the development of cooperation and production linkage models according to the value chain, contributing to improving the capacity of production households and rural communities.

Connecting resources, bringing policies closer to life

The resources for growth also lie in a large network of collective economy. According to Mr. Nguyen Tien Phong - Vice Chairman of the Hanoi City Cooperative Alliance, Hanoi has 2,962 cooperatives, of which 2,591 cooperatives are operating; 28 cooperative unions, 619,744 members and 61,950 permanent workers.

This area operates in many fields from agriculture, industry - handicrafts, craft villages to trade, services, transportation, environment. Each cooperative is not only an economic unit but also a place to link production households, workers and the community.

In the Front system, the Cooperative Alliance has the conditions to directly grasp difficulties in land, capital, credit, human resources, science and technology, digital transformation, branding, trade promotion and product consumption. This clearly demonstrates the resource connection role set out in Plan 65.

In the context of new growth drivers increasingly associated with the knowledge economy, technology and innovation, the gathering and connecting of new subjects also poses different requirements for the work of the Vietnam Fatherland Front.

Mr. Phung The Hung - Head of Human Resource Management Department, Trade Union University - said that economic transformation and the development of the knowledge economy are increasing the role of startup entrepreneurs, innovative businesses and entities participating in the innovative ecosystem. Besides capital and assets, knowledge, technology, data, creative capacity and network connectivity are increasingly becoming important resources.

This also suggests a way to mobilize resources that is more suitable for the new development stage: Not only gathering the majority, but also creating connections between businesses, investors, experts, universities, research institutions and entities capable of supplementing resources for each other.

Mr. Phung The Hung said: "The value of the collection at that time is not only in the number of participants but in the connected relationships and resources.

This approach is similar to the task of Plan 65 set out for the Vietnam Fatherland Front and member organizations to promote the role of bridge, promote linkages, support science and technology, digital transformation, innovation and effectively mobilize resources in society for development.

Monitoring to make policies closer to life

The Vietnam Fatherland Front is not an economic operating body but plays an important role in bringing voices from the practical life of people, businesses and social groups into the process of building and implementing policies.

According to documents at the XI Congress of the Vietnam Fatherland Front, localities have organized 1,362 conferences to criticize and consult opinions on policies related to the legitimate and lawful rights and interests of the People; The Vietnam Fatherland Front and member organizations participated in contributing opinions on 3,240 projects and 4,670 socio-economic development programs.

Mr. Le Mau Nhiem - Former Director of the Center for Training Cadres and Scientific Research, Vietnam Fatherland Front Central Committee said: "The Front does not replace the function of State management. The specific role of the Front is to detect, gather, represent, consult, supervise, criticize, dialogue and propose; thereby making the policy planning and implementation process more sensitive to the people's lives.

Plan 65 also focuses on monitoring the management and use of state capital and assets; public investment; mechanisms to support production and business; development of the state economy, private economy, collective economy, cooperatives; and at the same time criticize policies on socio-economic development, science and technology, digital transformation, green transformation and environmental protection.

The contribution of the Vietnam Fatherland Front is therefore not in replacing management agencies, but in the ability to gather social voices, reflect problems from practice, connect resources and contribute to making policies closer to life.

Chairman Bui Thi Minh Hoai requested the Front system to drastically implement digital transformation, increase the application of technology in directing, operating, managing documents, organizing conferences, strengthening connection and data sharing between the Vietnam Fatherland Front, socio-political organizations with national databases and relevant ministries and sectors.

According to the Chairman of the Central Committee of the Vietnam Fatherland Front, with the tradition of solidarity, spirit of responsibility and consensus of the entire Front system and member organizations, the strength of great national unity needs to continue to be promoted to create social consensus, complete the tasks of 2026, and contribute to the goal of double-digit economic growth in 2026 and the following years.

From hundreds of thousands of trade union members, hundreds of thousands of initiatives of workers, production households, cooperative members to the network of member organizations of the Fatherland Front, the resources in the people are very large.

Unleashing that resource, connecting it into a common strength and turning consensus into specific actions in labor, production, business, innovation and policy implementation supervision is one of the practical contributions of the Vietnam Fatherland Front to the journey towards the goal of rapid and sustainable double-digit growth.
