Unify goals and targets to achieve double-digit economic growth

On April 13, a national conference to thoroughly grasp and implement the Resolution of the 2nd Plenum of the 14th Central Committee took place in Hanoi.

At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented the thematic report Conclusion No. 18-KL/TW, dated April 2, 2026 of the 14th Party Central Committee on the Plan for socio-economic development, national financial (KTXH) and public debt borrowing and repayment, medium-term public investment for 5 years 2026-2030 associated with the implementation of the goal of striving for double-digit growth.

According to Mr. Nguyen Thanh Nghi, this conclusion is very important, summarizing the basic contents of strategic solutions to promote double-digit growth, is a step to concretize strategic orientations and major policies on socio-economic development in the Resolution of the 14th Party Congress, showing the strong determination of the entire Party, army, and people to achieve the goal of rapid and sustainable growth.

The Head of the Central Policy and Strategy Committee clearly stated that the report focuses on 5 main contents such as: Context and situation in the period 2021-2025; Goals and targets for the period 2026-2030; Guidance viewpoints; Key tasks and solutions and Organization of implementation.

Mr. Nguyen Thanh Nghi said that the world situation in the period 2021-2025 has advantages, opportunities and intertwined difficulties and challenges, but difficulties and challenges are the main ones.

However, with the drastic involvement of the entire political system, the entire Party, the entire people, and the entire army, our country continued to achieve important and comprehensive achievements; achieving and exceeding 22/26 key socio-economic targets in the 2021-2025 period, including completing all social targets.

Notably, the macroeconomy is basically stable, major balances are ensured, strong growth recovery and relatively high results are achieved: GDP in 2025 increased by 8.02%; average for the period 2021-2025 increased by 6.2%; inflation, state budget deficit and public debt targets are controlled.

Implementing 3 strategic breakthroughs achieved many outstanding results; many backlog projects, businesses suffering prolonged losses, and weak credit institutions were handled effectively. Infrastructure systems were developed synchronously and modernly. Social security was ensured, and people's material and spiritual lives were improved. National defense and security were consolidated and strengthened.

However, the macroeconomic foundation is not really solid; the productivity, quality, efficiency, resilience and competitiveness of the economy are not high. The lives of a part of the population are still difficult. Environmental pollution has not been effectively controlled. The operation of some agencies and units at the commune level after rearrangement still faces difficulties and confusion.

Regarding the goals and targets for the 2026-2023 period, Mr. Nguyen Thanh Nghi said that entering the 2026-2030 period, the world situation has many new developments that are extremely complex and unpredictable.

Based on comprehensively assessing the advantages and difficulties, the Central Executive Committee unified the goals and targets to achieve double-digit economic growth, completing the country's two 100-year strategic goals" - Mr. Nguyen Thanh Nghi emphasized.

The Head of the Central Policy and Strategy Committee said that the goal is for the country to develop rapidly and sustainably. By 2030, to become a developing country with modern industry, high average income, belonging to the group of 30 leading economies in the world.

Strive for average GDP growth to reach 10%/year or more associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; improving and comprehensively enhancing people's lives.

The conclusion also closely follows the goals and targets of the Resolution of the 14th National Congress, detailing them into 51 key targets in Appendix 1 to ensure the achievement of the goal of rapid and sustainable development of the country.

In which some important targets are striving for an average GDP growth rate of ≥ 10.0% per year; State budget deficit ratio compared to GDP 5%; The poverty rate decreases by 1-1.5 percentage points per year.

Regarding the Central Government's guiding viewpoint, Mr. Nguyen Thanh Nghi said that the Conclusion identifies 4 groups of guiding viewpoints, which can summarize the main contents as follows.

Ensuring the comprehensive and direct leadership and direction of the Party; promoting the constructive development role of the State; supervision and criticism of the Vietnam Fatherland Front.

Determined to successfully implement the Resolution of the 14th Party Congress, resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat to achieve the double-digit growth target.

Promoting the strength, efforts, joint efforts, and consensus of the entire people, the business community and the entire political system.

Innovate governance, improve implementation capacity; decentralize and delegate power to the maximum and substance, associated with administrative procedure reform; ensure resources; strengthen inspection, supervision, and urging; prevent and combat corruption, negativity, and wastefulness.

Building synchronous institutional structures for creative development and sustainable development; effectively accounting for socio-economics in allocation; management; and use of resources.

Persistently aim for goals along with drastic, effective, and flexible actions, ensuring to overcome the difficulties of 2026 and break through in the 2027-2030 period.
