General Secretary, President attends National Conference to implement Resolution of the 2nd Plenum of the 14th Central Committee

This morning (April 13), at Dien Hong Hall (National Assembly House), the Secretariat of the Party Central Committee organized a national conference to study, study, thoroughly grasp and implement the Resolution of the second Conference of the 14th Central Executive Committee of the Party (Central Committee 2, 14th term).

According to the conference program, General Secretary and President To Lam attended and delivered directing speeches at the Conference.

Also attending were Politburo members: Prime Minister Le Minh Hung; Standing Secretary of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai.

Attending and exchanging and thoroughly grasping thematic topics were members of the Politburo and Secretaries of the Party Central Committee.

The conference was held in a direct online connection form with the participation of 2.2 million delegates attending at bridge points.

At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc exchanged views on the topic "Regulations on the implementation of the Party Charter".

Politburo Member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee Tran Sy Thanh exchanged views on the topic "Resolution on innovation and improvement of the effectiveness of inspection, supervision and Party discipline; Regulations on inspection, supervision and Party discipline".

Politburo Member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet exchanged views on the topic "Basic contents of Regulations on political and ideological work in the Party".

Politburo Member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Le Minh Tri exchanged views on the topic "Resolution on continuing to strengthen the Party's leadership in the work of preventing and combating corruption, wastefulness, and negativity in the new period".

Politburo Member, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi exchanged views on the topic "Conclusion on the 5-year socio-economic development plan, national finance and public debt borrowing and repayment, medium-term public investment 2026-2030 associated with the implementation of the goal of striving for double-digit growth".

The 2nd Plenum of the 14th Central Committee will be held from March 23 to March 25, 2026 in Hanoi Capital. At this Plenum, the Party Central Committee approved the contents of many important documents and resolutions. In which:

Regulations on the implementation of the Party Charter basically inherit the layout and content of Regulation No. 294-QD/TW, dated May 26, 2025 of the Central Executive Committee on the implementation of the Party Charter; amend and supplement a number of contents directly related to regulations on Party organization, creating a basis for promoting digital transformation and contents that have been practically tested and proven to be correct, and are widely agreed upon and need to be included in the regulations of the Central Executive Committee...

Resolution on innovating and improving the effectiveness of inspection, supervision and Party discipline replacing Resolution No. 14-NQ/TW, dated July 30, 2007, the fifth Conference of the 10th Central Executive Committee of the Party on strengthening the Party's inspection and supervision work, in order to ensure smooth operation of the 3-level government, improve the leadership and ruling capacity, combat strength of the Party and the management, administration, and development creation capacity of the State with guiding viewpoints, specific goals and tasks and solutions both short-term and long-term.

Regulations on inspection, supervision and discipline of the Party basically inherit Regulation No. 296-QD/TW, dated May 30, 2025 of the 13th Party Central Committee on inspection, supervision and discipline of the Party; omit some inappropriate contents; supplement new viewpoints, new contents, new regulations of the Central Government and laws of the State and ensure synchronization and unity with the Resolution of the 14th Party Congress.

Regulations on political and ideological work in the Party are the concretization of the "Four Adhnesses" on politics and ideology: (1) Adhering to creatively apply and develop Marxism-Leninism, Ho Chi Minh's ideology. (2) Adhering to the goal of national independence and socialism. (3) Adhering to the Party's renovation guidelines. (4) Adhering to the Party's organizational and operational principles to build and firmly protect the Socialist Republic of Vietnam.

The Resolution on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, wastefulness, and negativity in the new period inherits, supplements, and develops the viewpoints, policies, and solutions on preventing and combating corruption, wastefulness, and negativity of Resolution No. 3 of the 10th Central Committee on strengthening the Party's leadership over the work of preventing and combating corruption and wastefulness and the directives, conclusions, and regulations of the Party on preventing and combating corruption, wastefulness, and negativity since Resolution No. 3 of the 10th Central Committee.

Conclusion on the 5-year socio-economic development plan, national finance and public debt borrowing and repayment, medium-term public investment 2026-2030 associated with the implementation of the goal of striving for double-digit growth clearly states the goal of rapid and sustainable development of the country; striving for average GDP growth to reach 10%/year or more associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; improving and comprehensively improving people's lives.
