Piloting the delegation of power from higher levels to the Party Committee of grassroots Party committees directly under communes and wards

This morning (April 13), at Dien Hong Hall (National Assembly House), the Secretariat of the Party Central Committee organized a national conference to study, study, thoroughly grasp and implement the Resolution of the second Conference of the 14th Central Executive Committee of the Party (Central Committee 2, 14th term).

At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc exchanged views on the topic "Regulations on the implementation of the Party Charter" (Regulation No. 20-QD/TW).

Introducing some new and key contents of the Regulation on the implementation of the Party Charter (Regulation No. 20-QD/TW), Mr. Nguyen Duy Ngoc mentioned the content of the Party's organizational system and the establishment of a specialized agency for advising and assisting.

Accordingly, the Central Executive Committee has supplemented a number of regulations under its authority and piloted some new contents such as:

Piloting the establishment of a Party Committee for non-state enterprises at the grassroots level in communes, wards, and special zones.

Piloting the assignment of powers at the grassroots level to the Party committees of grassroots Party committees directly under the Party committees of communes and special zone wards; to the Party committees of grassroots Party committees directly under the Party committees of state-owned enterprises, which were previously directly superior Party committees of grassroots Party organizations when conditions are sufficient.

Supplementing regulations that the Politburo and the Secretariat decide to establish specialized agencies to advise and assist, and other non-business units with regulations in the Regulations on the implementation of the Party Charter of 6 newly established Party committees at the Central and provincial levels in accordance with the actual situation; The Politburo and the Secretariat regulate the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front, central agencies of socio-political organizations, central agencies of mass organizations assigned tasks by the Party and State, and vertical sectoral agencies in localities.

Regarding the contents creating a basis for promoting digital transformation in the Party, Mr. Nguyen Duy Ngoc said that the Central Executive Committee has supplemented a number of regulations on: Digitalization and management of electronic records of party members; building, updating, managing, operating, exploiting and using party member data; transferring party activities in the digital environment....

Regarding the transfer and appointment of Party committee members, the Central Government has supplemented and amended a number of important contents to meet practical requirements in personnel work, ensure continuous leadership of Party organizations and improve the effectiveness and efficiency of Party committees at all levels.

Regarding promoting decentralization and authorization of work resolution for the standing collective of the Party Committee, in order to create conditions for timely and flexible work handling; removing difficulties and obstacles and shortening time and procedures in directing, operating, and deploying work, according to authority, the Central Government has supplemented the regulation "The Central Executive Committee assigns the Politburo and the Secretariat to pilot regulations on the composition of the standing collective of the Party Committee and decentralize and authorize the standing collective of the Party Committee: Central Party Agencies; Government; National Assembly; Fatherland Front, central mass organizations; directly superior Party committees of grassroots Party organizations in ministries, branches, agencies, and organizations in the Central Government; provincial-level Party agencies; provincial-level People's Committees to perform a number of specific tasks of Party committees and Party committee standing committees to implement resolutions and directives of Party committees, standing committees of the same level, and higher-level Party committees".

At the same time, the Central Government has allowed localities to pilot a number of organizational models and new ways of doing things within the framework of the Party Charter and must report to the Politburo for approval of the policy before implementation.

This regulation reflects the innovation of the Party's leadership thinking in a flexible, proactive and practical direction; encouraging and creating conditions for local Party committees and heads to dare to think and dare to do, for the common good, to boldly propose and experiment with new models suitable to the specific characteristics and situation of the locality.

Head of the Central Organization Committee Nguyen Duy Ngoc said that Regulation 20-QD/TW has also supplemented specific and unified regulations on the implementation of the term of the directly affiliated party cell every 5 years, starting from the term of the party cell 2025 - 2030; the higher-level Party Committee directly directs the party cell that held the congress in 2025 to build or supplement tasks, consolidate secretaries, deputy secretaries, and party committee members to be appropriate.
