Today, the Politburo and the Secretariat organized a national conference to thoroughly grasp and implement the Resolutions of the 2nd Conference of the 14th Central Committee. The conference listened to 5 detailed and specific thematic contents presented by leaders of central agencies. I basically agree with the implementation orientations for those topics.

The rapid and broad developments of the international situation are strongly impacting many fields, from economy, politics, foreign affairs to culture, science and technology, changing many orders that have been established globally. Reality shows that where regulations are seriously grasped and properly applied, discipline is maintained, organization is consolidated, leadership capacity and combat strength are enhanced. Conversely, if awareness is not sufficient and implementation is not strict, it is very easy to lead to arbitrariness in application, looseness in discipline, lack of unity in action, reducing leadership effectiveness and people's trust.

Fundamentally innovate development thinking, effectively exploit all resources and capital for sustainable growth

For a long time, in many places, at many levels, there has been a development mindset mainly based on what is available, taking the state budget, land and public investment as the main pillars. In essence, it is an approach that considers development resources to be finite and static, leaning towards division rather than creation. If not adjusted in time, this mindset will become a major obstacle to the development process in the new stage. An economy that wants to grow high, sustainably and has the ability to break through, not only operating on the foundation of a single resource, cannot put the entire burden of development on the shoulders of the State.

Therefore, the requirement is not simply to adjust the capital structure, but to fundamentally shift development thinking from resource allocation to creating, leading and activating resources. The State needs to shift from the role of a direct investor to the role of designing and creating an environment for all resources in society to be mobilized and allocated according to market signals, under a transparent and stable institutional framework. On that basis, it is necessary to reposition the role of capital sources in a new development structure where capital flows do not exist isolated but interact, amplify and lead each other.

State capital must be properly positioned as bait capital, constructive capital to shape development space, minimize initial risks, thereby effectively leading and activating non-state capital flows. Enterprise capital, including the private sector and FDI, needs to be oriented towards high-value-added manufacturing industries, innovation projects and knowledge value chains. Foreign loan capital must be used according to the principle of strategic selection, associated with long-term absorption capacity and repayment capacity, prioritizing key infrastructure projects and areas with high spillover potential.

The financial market, including the capital market, credit and bonds, must truly become a medium and long-term capital channel for the real economy. The focus is to direct capital flows into manufacturing, innovation and essential infrastructure systems, thereby improving the quality of growth.

In particular, it is necessary to attach importance to unlocking people's capital, considering this a strategic breakthrough in the new period. This is not only a source of financial capital, but also a combination of intelligence, skills, labor, entrepreneurial spirit and the aspiration to rise up to get rich legitimately of tens of millions of people. When effectively activated, this resource can be transformed into an extremely large endogenous driving force, contributing to improving the self-reliance of the economy.

Resolutely overcome the localized thinking of administrative boundaries, sectoral boundaries, and term boundaries in development planning.

Planning is a spatially spaced development mindset. Therefore, overall development planning must reflect integrated, multi-objective, and long-term thinking. Create a more rational development structure, use resources more efficiently, allocate development space more balancedly, connect regions better, and open up greater growth potential for the future. If planning is done according to a closed, localized, fragmented mindset, each doing their own thing, it will not only not open up new development space, but also create conflicts, overlaps, waste of resources, break linkages, and drag down overall development efficiency, even hindering development.

Each local development plan and sectoral plan must be viewed in an overall structure, associated with regional linkages, associated with the vision of "East-West orientation", "South-North axis liền dải" - that is the vision of organizing the national development space in the direction of taking the East as a breakthrough space to open the ocean, thereby spreading development power deep into the West of the country; the North-South axis is like the backbone of the human body. Do not let planning become a place where loopholes, gaps, or conflicts of interest arise between localities, sectors, and levels.

In particular, in the overall plan, special attention must be paid to energy planning. Without sufficient, stable, sustainable energy, reasonable prices and reasonable allocation, there can be no successful industrialization and modernization, no prolonged high growth, no new development spaces. Energy must be placed in the overall national development, in relation to industry, urban areas, logistics, digital infrastructure, green transformation, resilience and national security, and self-reliance must be ensured.

Going hand in hand with planning is the issue of project development. Each invested capital, whether state capital or social capital, must be carefully calculated in terms of efficiency, spillover, ability to activate subsequent investments, ability to create jobs, create added value, improve competitiveness and increase social welfare.

Fourth, liberate production capacity and unlock resources in the people, ensuring that each citizen, each family, each business household, and each enterprise become the subject of growth.

The goal of double-digit growth is a big goal, requiring very high determination, creative ways of doing things, ensuring that macro is right, but micro is also right. If micro is not smooth, capital flows do not flow to where it is needed, labor is not used effectively, production is congested, households and small businesses do not have the motivation to rise up, then growth will lack momentum, lack sustainability and lack a sustainable development foundation for the whole country.

The economy is only truly strong when each of its cells is healthy. Therefore, real growth must be formed in both directions from top to bottom and from bottom to top, in each link of the economy, from each household, each business household, each production facility, each enterprise. When the internal strength in the people is unlocked, connected with state resources, with infrastructure, with the market, with technology, with training, with credit, with development planning, then the economy will have a solid internal foundation for stable and sustainable growth.

Therefore, it is necessary to create a development environment so that millions of people see real opportunities, so that each household, each business household has favorable conditions to invest, expand genuine production and business and be attached to the economy for a long time. At the same time, it is necessary to ensure that businesses see stable institutions, transparency, reasonable compliance costs, synchronous infrastructure and wide market access, thereby creating strong internal motivation, promoting creativity, entrepreneurship and sustainable development.

Each mechanism, policy, each infrastructure project, each capital flow must aim to activate the capacity and aspiration for development in the people, turn potential opportunities into reality of growth, and turn trust into a driving force for long-term development for the country and the economy.

Fifth, continue to improve and enhance the effectiveness and efficiency of the 2-level local government model.

After nearly a year of implementation, the two-level local government model has overcome the initial startup phase, initially shaping a relatively stable and smooth operating mechanism, and is moving to the stage of improving the quality of implementation, towards effectiveness and practical efficiency.
