Speech by General Secretary and President To Lam at the National Conference to study, study, thoroughly grasp and implement the Resolution of the 2nd Conference of the 14th Party Central Committee

Dear Party members, officials, and compatriots nationwide.

Today, the Politburo and the Secretariat organized a national conference to thoroughly grasp and implement the Resolutions of the 2nd Conference of the 14th Central Committee. The conference listened to 5 detailed and specific thematic contents presented by leaders of central agencies. I basically agree with the implementation orientations for those topics.

Yesterday, I answered the People's Army Newspaper regarding the task of implementing the Party's Resolutions, including contents related to the Resolutions of the 2nd Central Conference - 14th term (Many newspapers have published the full text today). Comrades can refer to more.

The rapid and broad developments of the international situation are strongly impacting many fields, from economy, politics, foreign affairs to culture, science and technology, changing many orders that have been established globally. Domestically, after the success of the 14th National Party Congress; Results of the 16th National Assembly election and People's Council Deputies at all levels for the 2026-2031 term; Results of the 1st session - the first session of the 16th National Assembly, it can be said that the guidelines and directions are clear and coherent; The structure, organization, especially personnel, of the apparatus in the entire political system has basically been completed. Our current task is to Do and Do Right, Do Decisively and Effectively.

I believe that: the requirement set out after this Conference is to firmly grasp, deeply understand, and must organize and implement decisively, synchronously, effectively, with focus and key points, creating clear changes in the entire political system and spreading into a driving force for development throughout society.

In that spirit, I would like to emphasize 05 issues more:

must fully and deeply realize that the Party's regulations are a pivotal institution to ensure that our Party operates as a unified bloc throughout the entire political system.

If the guidelines and policies are the crystallization of vision and political will, then the Party's regulations are the pivotal institution to realize that vision, organize that will into an order of operation and deployment in practice. Ensuring that our Party operates in a unified bloc, throughout from the Central to the grassroots level, in all circumstances and in all stages of development.

Especially, in the context that the country is facing great opportunities to break through and rise up, and at the same time must also meet very high, very new, very large requirements of the cause of building and protecting the Fatherland, the requirement to maintain principles, discipline, order and unity throughout the Party becomes a key factor to comprehensively improve the leadership capacity, ruling capacity, combat strength and organizational capacity of the Party.

Reality shows that where regulations are seriously grasped and properly applied, discipline is maintained, organization is consolidated, leadership capacity and combat strength are enhanced. Conversely, if awareness is not sufficient and implementation is not strict, it is very easy to lead to arbitrariness in application, looseness in discipline, lack of unity in action, reducing leadership effectiveness and people's trust.

Therefore, the requirement is that each Party committee, Party organization, each cadre and party member must correctly recognize, deeply understand and strictly implement Party regulations, considering it as their direct political responsibility. It is not allowed to understand differently, do differently, and even more so not to apply it in a favorable direction for themselves. All regulations must be implemented uniformly, synchronously, consistently from top to bottom, associated with strict inspection and supervision and strict handling of violations; and at the same time encourage and commend good and creative ways of doing things according to regulations.

Fundamentally innovate development thinking, effectively exploit all resources and capital for sustainable growth

For a long time, in many places, at many levels, there has been a development mindset mainly based on what is available, taking the state budget, land and public investment as the main pillars. In essence, it is an approach that considers development resources to be finite and static, leaning towards division rather than creation. If not adjusted in time, this mindset will become a major obstacle to the development process in the new stage. An economy that wants to grow high, sustainably and has the ability to break through, not only operating on the foundation of a single resource, cannot put the entire burden of development on the shoulders of the State.

Therefore, the requirement is not simply to adjust the capital structure, but to fundamentally shift development thinking from resource allocation to creating, leading and activating resources. The State needs to shift from the role of a direct investor to the role of designing and creating an environment for all resources in society to be mobilized and allocated according to market signals, under a transparent and stable institutional framework. On that basis, it is necessary to reposition the role of capital sources in a new development structure where capital flows do not exist isolated but interact, amplify and lead each other.

State capital must be properly positioned as bait capital, constructive capital to shape development space, minimize initial risks, thereby effectively leading and activating non-state capital flows. Enterprise capital, including the private sector and FDI, needs to be oriented towards high-value-added manufacturing industries, innovation projects and knowledge value chains. Foreign loan capital must be used according to the principle of strategic selection, associated with long-term absorption capacity and repayment capacity, prioritizing key infrastructure projects and areas with high spillover potential.

The financial market, including the capital market, credit and bonds, must truly become a medium and long-term capital channel for the real economy. The focus is to direct capital flows into manufacturing, innovation and essential infrastructure systems, thereby improving the quality of growth.

In particular, it is necessary to attach importance to unlocking people's capital, considering this a strategic breakthrough in the new period. This is not only a source of financial capital, but also a combination of intelligence, skills, labor, entrepreneurial spirit and the aspiration to rise up to get rich legitimately of tens of millions of people. When effectively activated, this resource can be transformed into an extremely large endogenous driving force, contributing to improving the self-reliance of the economy.

Resolutely overcome the localized thinking of administrative boundaries, sectoral boundaries, and term boundaries in development planning.

Planning is a spatially spaced development mindset. Therefore, overall development planning must reflect integrated, multi-objective, and long-term thinking. Create a more rational development structure, use resources more efficiently, allocate development space more balancedly, connect regions better, and open up greater growth potential for the future. If planning is done according to a closed, localized, fragmented mindset, each doing their own thing, it will not only not open up new development space, but also create conflicts, overlaps, waste of resources, break linkages, and drag down overall development efficiency, even hindering development.

Each local development plan and sectoral plan must be viewed in an overall structure, associated with regional linkages, associated with the vision of "East-West orientation", "South-North axis liền dải" - that is the vision of organizing the national development space in the direction of taking the East as a breakthrough space to open the ocean, thereby spreading development power deep into the West of the country; the North-South axis is like the backbone of the human body. From that foundation, each development decision must be considered in organic relations with infrastructure, energy, population, labor, environmental protection, food security, and long-term development requirements of the country. Do not let planning become a place where loopholes, gaps, or conflicts of interest arise between localities, sectors, and levels.

In particular, in the overall plan, special attention must be paid to energy planning. Without sufficient, stable, sustainable energy, reasonable prices and reasonable allocation, there can be no successful industrialization and modernization, no prolonged high growth, no new development spaces. Energy must be placed in the overall national development, in relation to industry, urban areas, logistics, digital infrastructure, green transformation, resilience and national security, and self-reliance must be ensured.

Going hand in hand with planning is the issue of project development. Resolutely stop the situation of investing according to trends, subjective desires, ask-give mechanisms, terms, and superficial forms. All projects that want to be implemented must be placed in the overall plan, considered clearly and seriously. In which, focus on the requirement to meet national technical standards, national quality standards, requirements of synchronization, modernity, long-term operation, serving the goal of real development. It is impossible to invest largely with low standards, do quickly but quality is not guaranteed. It is even more impossible to build today but tomorrow is outdated, lacks synchronization, difficult to connect, difficult to exploit. It is necessary to bring centuries-old vision into the overall plan.

A good project must be evaluated based on the development impact and substantive socio-economic efficiency, in which the level of benefit of the people is the central criterion. Absolutely, do not take the scale of capital instead of efficiency, do not take the number of projects instead of the quality of growth, and even more so do not take the superficial disbursement rate instead of long-term efficiency. Each invested capital, whether state capital or social capital, must be carefully calculated in terms of efficiency, spillover, ability to activate subsequent investments, ability to create jobs, create added value, improve competitiveness and increase social welfare.

Fourth, liberate production capacity and unlock resources in the people, ensuring that each citizen, each family, each business household, and each enterprise become the subject of growth.

The goal of double-digit growth is a big goal, requiring very high determination, creative ways of doing things, ensuring that macro is right, but micro is also right. If micro is not smooth, capital flows do not flow to where it is needed, labor is not used effectively, production is congested, households and small businesses do not have the motivation to rise up, then growth will lack momentum, lack sustainability and lack a sustainable development foundation for the whole country.

The economy is only truly strong when each of its cells is healthy. Therefore, real growth must be formed in both directions from top to bottom and from bottom to top, in each link of the economy, from each household, each business household, each production facility, each enterprise. When the internal strength in the people is unlocked, connected with state resources, with infrastructure, with the market, with technology, with training, with credit, with development planning, then the economy will have a solid internal foundation for stable and sustainable growth.

Therefore, it is necessary to create a development environment so that millions of people see real opportunities, so that each household, each business household has favorable conditions to invest, expand genuine production and business and be attached to the economy for a long time. At the same time, it is necessary to ensure that businesses see stable institutions, transparency, reasonable compliance costs, synchronous infrastructure and wide market access, thereby creating strong internal motivation, promoting creativity, entrepreneurship and sustainable development.

Each mechanism, policy, each infrastructure project, each capital flow must aim to activate the capacity and aspiration for development in the people, turn potential opportunities into reality of growth, and turn trust into a driving force for long-term development for the country and the economy.

Fifth, continue to improve and enhance the effectiveness and efficiency of the 2-level local government model.

After nearly a year of implementation, the two-level local government model has overcome the initial startup phase, initially shaping a relatively stable and smooth operating mechanism, and is moving to the stage of improving the quality of implementation, towards effectiveness and practical efficiency. It is expected that July will be the preliminary review of 1 year of implementing this model.

However, for this model to fully promote its value and strength, it needs to be recognized in the unified whole of national governance, with a consistent principle, which is: "The Central Government is strong in strategic orientation, institutions and supervision, and localities are strong in implementation organization, in which the commune level plays a key role in determining the quality of operation of the entire system". In 2026, the Central Government has identified it as "Five grassroots cadres", each grassroots level must change.

To realize this thinking, first of all, it is necessary to build a strong commune level in decision-making capacity. The commune level must be clearly decentralized, associated with specific resources and responsibilities, so that it can proactively solve arising problems, from infrastructure, social services to socio-economic management. The power associated with responsibility will create substantive efficiency, avoiding overlap and stagnation in management.

Next, the commune level is strong in mobilizing resources, which will help the provincial level be more proactive in coordinating and implementing strategic projects. The commune level is a place to directly connect social, economic and local human resources. The ability to mobilize and allocate effectively will ensure optimal use of resources, improving the implementation capacity of the entire two-level government system.

Finally, the commune level is strong in supervision and feedback. The dynamic commune level will provide accurate data and information about the current situation and needs of the people, thereby helping the provincial level make appropriate, timely and accurate policies. This is the mechanism to create momentum, ensuring the overall effectiveness of the local government at two levels.

To make the commune level a driving force for upgrading the provincial-level government, all resolutions, policies and projects must be transformed into specific actions. At the same time, these decisions must directly aim to improve the quality of people's lives, promote socio-economic development and consolidate local competitiveness. This is also the foundation to ensure the smoothness, discipline and efficiency of the entire political system from the Central to the grassroots level.

Dear comrades attending the conference,

The contents I have just discussed are not only specific requirements in organizing the implementation of the Resolution, but also issues of long-term orientation for leadership capacity, power capacity and operational efficiency of the entire political system in the new development stage.

I propose that Party committees at all levels, Party organizations, and cadres and party members from the Central to grassroots levels must truly get involved with the highest sense of responsibility, be more proactive, more drastic, and more substantive. Each level, each sector, and each locality must put themselves in the overall picture, clearly see their role and responsibility in the overall development picture of the country, and from there act consistently, disciplinarily, and effectively.

More importantly, it is necessary to create trust and motivation for development in the whole society. When people trust, businesses trust, the system operates smoothly, resources are unlocked, then the aspiration for development will be transformed into real strength, contributing to bringing the country to develop quickly and sustainably in the coming period.
